MATHIAS AND GARRETT.

   720 ILCS 5/24-3.6 new                                                       

        Amends the  Criminal  Code  of  1961.   Creates  the  offense  of      
   unlawful  attempt  to  purchase  a  firearm  without a Firearm Owner's      
   Identification Card.  Provides that it is a  Class A misdemeanor for a      
   person to: (1) intend to purchase a firearm without displaying to  the      
   transferor  of the firearm a valid Firearm Owner's Identification Card      
   issued in the person's name by the Department  of  State  Police;  and      
   (2)  take  a substantial step in the completion of the purchase of the      
   firearm. Effective immediately.

        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

        Deletes everything after the enacting clause. Amends the Criminal      
   Code of 1961 relating to the unlawful sale of firearms.   Prohibits  a      
   federally   licensed   firearm   dealer,  importer,  manufacturer,  or      
   pawnbroker from knowingly selling or giving a firearm to any  Illinois      
   resident  18  years  of age or over who does not possess and display a      
   valid Firearm Owner's Identification Card.  Provides that the  penalty      
   is  a  Class  4  felony.   Provides  that it is not a violation  for a      
   person who is not prohibited under State or federal law from owning or      
   possessing a firearm if the person  is  a  participant  in  a  firearm      
   safety, training, or education course.  Effective immediately.
