   New Act                                                                     

        Creates the Chapter 9 Authorization Act.  Allows a unit of  local      
   government or a school district to institute bankruptcy proceedings on      
   behalf of itself.  Effective immediately.

          HB 814 would have no fiscal impact on the judicial branch.
