92_SR0438 LRB9216872JMmbA 1 SENATE RESOLUTION 2 WHEREAS, The Senate has learned with sadness of the death 3 of one of this State's most gifted trial lawyers, Mr. Forrest 4 L. Tozer of Flossmoor, Illinois; and 5 WHEREAS, A member of the Chicago law firm of Lord, 6 Bissell and Brook since 1951, Mr. Tozer combined skilled 7 courtroom advocacy with unquestioned legal scholarship during 8 a career that brought him well-deserved acclaim and that 9 heightened the prestige to his firm; and 10 WHEREAS, Born October 29, 1922, in Morganstown, West 11 Virginia, to the Reverend and Mrs. Aiden Tozer, he moved in 12 his youth with his family to the Chicago area and graduated 13 from Morgan Park High School, where he was voted "Most 14 Popular Boy"; Mr. Tozer received his undergraduate and law 15 degrees from the University of Chicago; and 16 WHEREAS, Mr. Tozer joined the United States Marine Corps 17 during World War II and returned to active duty during the 18 Korean War, when he attained the rank of lieutenant and 19 earned the Purple Heart for wounds he suffered during the 20 Battle of the "Frozen Chosin" Reservoir; a gifted athlete, he 21 was a member of the U.S. Marine Corps baseball team and a 22 combat swimming instructor; and 23 WHEREAS, After having practiced law with the United 24 States Justice Department, Mr. Tozer joined Lord, Bissell and 25 Brook in 1951 as an associate, then was a partner from 1959 26 until 1989, at which time he became "of counsel"; and 27 WHEREAS, Throughout his professional life, Mr. Tozer 28 devoted his efforts not only to his clients but also to the 29 mentoring of young attorneys, who greatly benefited from his 30 considerable knowledge, guidance, and sense of humor; and 31 WHEREAS, Known to his family and friends as "Bud", Mr. -2- LRB9216872JMmbA 1 Tozer married the former Rosemary Peacock in 1946, and 2 together they shared the joys and challenges of raising four 3 wonderful children, Elizabeth Christine Tozer, Paul William 4 (Kimberly) Tozer, Judith Ann (John) Bardis, and Thomas Aiden 5 (Lori Cerone) Tozer and experienced the pleasures of nine 6 lively grandchildren; he was a member of Flossmoor Community 7 Church; therefore, be it 8 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 9 ASSEMBLY OF THE STATE OF ILLINOIS, that we mark with sorrow 10 the passing of Mr. Forrest L. Tozer, noting the loss to the 11 legal profession of one of Illinois' most accomplished and 12 respected practitioners, and that we express our sincere 13 sympathy to all who were privileged to know him; and be it 14 further 15 RESOLVED, That a suitable copy of this resolution be 16 presented to the family of Mr. Forrest L. Tozer, the law firm 17 of Lord, Bissell and Brook, and the Flossmoor Community 18 Church.
