 1                          SENATE RESOLUTION

 2        WHEREAS, The members of the Illinois Senate are  saddened
 3    to  learn  of  the death of Herschel B. Stover of Oswego, who
 4    passed away February 21, 2002; and

 5        WHEREAS, Mr. Stover was born  in  1923  and  grew  up  in
 6    Chicago; and

 7        WHEREAS,  Mr. Stover enlisted in the U.S. Marine Corps in
 8    1943 and served as a B-25 tail gunner in the Pacific  Theater
 9    during World War II; and

10        WHEREAS,  Mr.  Stover joined the Aurora Police Department
11    in 1949; in 1956, Mr. Stover became the second Aurora  police
12    officer   to  graduate  from  the  FBI  training  academy  in
13    Washington, D.C., and was the department's only detective for
14    five years after completing his training; and

15        WHEREAS, Throughout his  career,  Mr.  Stover  worked  in
16    nearly  every  division  of  the police department, including
17    patrol,  investigations,  crime   prevention,   records   and
18    communications;  he  was  known as a "policeman's policeman";
19    Mr. Stover retired from the department  as  a  lieutenant  in
20    1975; and

21        WHEREAS,   In  1991,  Mr.  Stover  married  Norma  Wilcox
22    Zentmyer of Oswego; during their time together, they  started
23    Stampa Dream, a rubber art stamp business; and

24        WHEREAS, Mr. Stover's proudest moment was seeing his only
25    son,  David  Stover, sworn in as Aurora Police Chief in 1991;
26    he was very proud of his son and the positions he held, going
27    through the ranks, becoming chief and then Mayor  of  Aurora;
28    and

29        WHEREAS,  Herschel  Stover  will  be deeply missed by all
30    those who knew him and loved him, especially his wife, Norma;

 1    his two children, Constance Stover and  Mayor  David  (Karen)
 2    Stover;  his  numerous grandchildren and great-grandchildren;
 3    and his many friends; Mr. Stover was preceded in death by his
 4    first wife, Jean, who died in 1989; therefore, be it

 5        RESOLVED, BY THE  SENATE  OF  THE  NINETY-SECOND  GENERAL
 6    ASSEMBLY  OF THE STATE OF ILLINOIS, that we mourn, along with
 7    his family and friends, the passing of  Herschel  B.  Stover;
 8    and be it further

 9        RESOLVED,  That  a  suitable  copy  of this resolution be
10    presented to the  family  of  Herschel  B.  Stover  with  our
11    sincere condolences.
