 1                          SENATE RESOLUTION

 2        WHEREAS, The members  of  the  Illinois  Senate  wish  to
 3    express  their  sincere condolences to the family and friends
 4    of Thomas Paul Burns, who passed away on September 30,  2001;
 5    and

 6        WHEREAS, Thomas Paul Burns was born on January 6, 1952 in
 7    Jacksonville, Illinois to Peter Joseph and Catherine McGinnis
 8    Burns;  he  married Ruth Fishburn on November 29, 1997 at St.
 9    Maurice Catholic Church in Morrisonville; and

10        WHEREAS, Mr. Burns graduated from Carlinville High School
11    in 1970 and earned a bachelor's degree  in  1974  and  a  law
12    degree in 1978 both from the University of Illinois; and

13        WHEREAS,  Mr.  Burns  worked  as  an attorney for Phelps,
14    Kasten, Ruyle, Burns, Carmody and Sims Law Office,  where  he
15    became  a  partner  in  1978; in addition, he was a grain and
16    livestock  farmer  in  the  Chesterfield  area  and  was   an
17    emergency medical technician; and

18        WHEREAS,  Thomas  Burns  served  as  a member of numerous
19    organizations, including the Illinois  Bar  Association,  the
20    Chesterfield   Township   Board,   the  Macoupin  County  Bar
21    Association, Saint Mary and Joseph Catholic Church, and Kappa
22    Delta Rho fraternity; in addition, he  was  a  past  precinct
23    committeeman  in  Chesterfield,  an  Illinois associate trial
24    lawyer, and an Illinois State Scholar; and

25        WHEREAS, Thomas Burns was  a  recipient  of  the  Mormann
26    Freed  Scholarship  and James Scholarship from the University
27    of Illinois; and

28        WHEREAS, The passing of Thomas Paul Burns will be  deeply
29    felt  by  all  who  knew  and loved him, especially his wife,
30    Ruth; his brothers, Terrence E. (wife, Vicki)  Burns,  Daniel
31    J. Burns, and Robert J. Burns; and his 12 nieces and nephews;

 1    therefore, be it

 2        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
 3    ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along  with
 4    all  who  knew  him,  the  death  of  Thomas  Paul  Burns  of
 5    Carlinville, Illinois; and be it further

 6        RESOLVED,  That  a  suitable  copy  of this resolution be
 7    presented to the family of Thomas Paul Burns with our sincere
 8    condolences.
