 4                      Senate Resolution No. 153
 5                   Offered by Senator Kirk Dillard

 6        WHEREAS, The  Illinois  Constitution  provides  that  the
 7    Illinois  General Assembly shall ensure the secrecy of voting
 8    and the integrity of the election process for  all  qualified
 9    voters of Illinois; and

10        WHEREAS,   The   laws   and  procedures  governing  voter
11    registration should be strictly  enforced,  and  a  judicious
12    review  of  the accuracy of voter registration procedures and
13    the maintenance of such voter lists should be conducted; and

14        WHEREAS, The citizens of Illinois deserve a full and fair
15    investigation into the conduct of elections in Illinois, just
16    as the election officials of Illinois have the  right  to  an
17    open  forum  to  provide  information  on  voting  procedures
18    applied within each jurisdiction; and

19        WHEREAS,  The  sanctity  of  the  polling  place  and the
20    voter's right to vote a secret ballot that  will  be  counted
21    are  inherent rights of all voters and should be protected by
22    application of Illinois law; and

23        WHEREAS, It is in the  best  interests  of  all  Illinois
24    citizens that election officials and election judges shall be
25    knowledgeable  of  and trained to the fullest extent possible
26    as to the laws and procedures governing the conduct of voting
27    on Election Day; and

28        WHEREAS, Every qualified Illinois voter is entitled to be
29    fully informed of his or her rights and responsibilities as a
30    voter; therefore, be it

 1        RESOLVED, BY THE  SENATE  OF  THE  NINETY-SECOND  GENERAL
 2    ASSEMBLY OF THE STATE OF ILLINOIS, that the Senate Task Force
 3    on  Integrity  in  Voting is hereby created to be composed of
 4    eleven members, seven appointed by the Senate  President  and
 5    four  appointed  by  the  Senate  Minority  Leader; and be it
 6    further

 7        RESOLVED, That of the  seven  members  appointed  by  the
 8    President,  three  shall be public members who have expertise
 9    in the election process and four  shall  be  members  of  the
10    Illinois   Senate   (one  of  whom  shall  be  designated  as
11    Chairperson); and be it further

12        RESOLVED, That of  the  four  members  appointed  by  the
13    Minority  Leader,  one  shall  be  a  public  member  who has
14    expertise in the election process and three shall be  members
15    of the Illinois Senate; and be it further

16        RESOLVED,  That  members  of  the  Task Force shall serve
17    without compensation; and be it further

18        RESOLVED, That the Task Force may make expenditures, hire
19    staff, and enter into contracts to facilitate its study;  and
20    be it further

21        RESOLVED,  That  the Task Force shall meet at the call of
22    the Chairperson; and be it further

23        RESOLVED, That  the  Task  Force  shall  examine  various
24    issues relating to voting procedures and elections technology
25    including,  but not limited to:  voter registration, Election
26    Day procedures, voting machine technology,  absentee  voting,
27    and voter education; and be if further

 1        RESOLVED,  That  the  Task  Force  on Integrity in Voting
 2    shall submit an interim report to the  Senate  on  or  before
 3    November 1, 2001 and a final report on April 1, 2002.
