 1                          SENATE RESOLUTION

 2        WHEREAS, The members  of  the  Illinois  Senate  wish  to
 3    express  their  sincere condolences to the family and friends
 4    of Samuel Payne, Sr., who passed away on April 19, 2001; and

 5        WHEREAS, Samuel Payne, Sr. was born on June 16, 1919,  in
 6    Zion,  Illinois,  to  Samuel Lincoln Payne and Dora Campbell;
 7    and

 8        WHEREAS, Samuel Payne, Sr.  proudly  served  his  country
 9    during World War II in the United States Army; and

10        WHEREAS,  Samuel Payne, Sr. retired from U.S. Steel after
11    thirty-seven years of service; and

12        WHEREAS, Samuel Payne, Sr. served for eighteen years as a
13    member of the Third County Board District as well as the Lake
14    County Board;  he  was  Vice-Chairman  of  the  Taxation  and
15    Election  Committee;  he  was a member of the Legislative and
16    Intergovernmental Relations Committee and originator  of  the
17    Forest  Preserve Committee in charge of Citizen Participation
18    meetings; and he was a member of the County Law and  Judicial
19    Committee, where he served as Vice Chairman; and

20        WHEREAS,  In  addition,  Samuel  Payne, Sr. served on the
21    Public Works Committee, the Ad  Hoc  Committee  to  save  the
22    Partnership  for  Health Clinic, and as past Vice Chairman of
23    the Development Committee of Zion; he was  a  member  of  the
24    Public  Works  and Highways Committee, a member of the Health
25    Services Committee, a past member of the Lake County C.E.T.A.
26    Program, a member of the Zion Library Board, and the head  of
27    the  Grade  School  Building Committee; he also served as the
28    first  black  member  of  the  Zion  Grade  School  board  of
29    Education, as president of the Zion NAACP, and as  past  vice
30    president of the Zion Booker T. Washington Club; and

31        WHEREAS, Some of the civic contributions of Samuel Payne,

 1    Sr.  include the Zion Boy Scouts, the Zion Community Hospital
 2    Building  advisory  committee,  the  American   International
 3    Hospital,  the  Zion  Public  Library, and the former Special
 4    Zion Police; and

 5        WHEREAS, In 1956, Samuel Payne, Sr. helped  organize  the
 6    Mt.  Zion  Missionary Baptist Church in Zion, Illinois, where
 7    he served as a Deacon for forty-four  years  and  as  General
 8    Financial Secretary and Treasurer for twenty-five years; and

 9        WHEREAS,  The passing of Samuel Payne, Sr. will be deeply
10    felt by all who knew and  loved  him,  especially  his  wife,
11    Michelle;  his  sons,  Richard  (Annie)  Payne, Robert (wife,
12    June) Payne, and Samuel (wife, Alyce)  Payne;  his  daughter,
13    Irene  (husband,  Coleman)  Bass; his grandchildren, Coleman,
14    Jr.,  James,  Jackie,  Brian,  Vivian,  Robbin,  Samuel  III,
15    Crystal, Evelyn, and Martis; his two great-grandchildren; and
16    his brother, Willis Payne; therefore, be it

17        RESOLVED, BY THE  SENATE  OF  THE  NINETY-SECOND  GENERAL
18    ASSEMBLY  OF THE STATE OF ILLINOIS, that we mourn, along with
19    all who knew him, the death of Samuel  Payne,  Sr.  of  Zion,
20    Illinois; and be it further

21        RESOLVED,  That  a  suitable  copy  of this resolution be
22    presented to the family of Samuel Payne, Sr. with our sincere
23    condolences.
