1 SENATE JOINT RESOLUTION
2 WHEREAS, A well-developed, reliable transportation system
3 is acknowledged to be crucial to the growth and economic
4 vitality of the State of Illinois; and
5 WHEREAS, A high-quality transportation system is
6 essential to the continued development and enhancement of
7 intrastate as well as interstate commerce; and
8 WHEREAS, An efficient transportation system is more than
9 public highways and roadways; it is a comprehensive network
10 of multimodal components that work together to provide the
11 orderly transportation of goods, services, and people; and
12 WHEREAS, The development, funding, and maintenance of an
13 efficient and effective transportation system is a shared
14 responsibility of the State, local governments and agencies,
15 and the federal government; and
16 WHEREAS, Due to the expanding economy and rapid
17 population growth in the State of Illinois, there exists an
18 urgent need to evaluate existing processes, resources, and
19 infrastructures; and
20 WHEREAS, The Illinois General Assembly, recognizes the
21 crucial need for transportation evaluation and planning, and
22 the need to build consensus and recommend planning and
23 funding strategies for this State's multimodal transportation
24 future; therefore be it
25 RESOLVED BY THE SENATE OF THE NINETY-SECOND GENERAL
26 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
27 REPRESENTATIVES CONCURRING HEREIN, that the General Assembly
28 hereby calls upon the Governor to establish a Task Force to
29 serve the purpose of evaluating current practices, resources,
30 and infrastructures and recommending and prioritizing the
31 goals, funding, and specific plans that will establish a

1 vision for transportation in Illinois for the 21st century;
2 and be it further
3 RESOLVED, That the members of the Task Force shall be
4 appointed by the Governor and will serve at the pleasure of
5 the Governor for up to two years; the Task Force membership
6 will include two Co-chairs to be named by the Governor; the
7 Task Force will include the Secretary of Transportation and
8 at-large members representing the business community, the
9 general public and other diverse parties interested in the
10 improvement of the Illinois transportation system; and the
11 Department of Transportation will serve as staff to the Task
12 Force; and be it further
13 RESOLVED, That the Task Force shall accomplish the
14 following:
15 1. Identify critical long-range transportation
16 needs in both rural and urban areas of this State. The
17 Task Force shall develop preliminary estimates of the
18 long-term (minimum of twenty years) cost of implementing
19 a comprehensive, multimodal, long-range transportation
20 system plan and compare the estimated cost to estimated
21 revenues from existing federal, State, and local
22 transportation funding streams.
23 2. Identify and recommend planning approaches and
24 funding strategies to be used to establish a
25 comprehensive, fully integrated, multimodal system that
26 serves the future transportation needs of all of
27 Illinois. The Task Force should consider all aspects of
28 transportation, including but not limited to public
29 roadways, highways, bus service, passenger rail service,
30 aviation, bicycle, and travel reduction programs. The
31 Task Force's strategies or recommendations should address
32 both rural and urban transportation issues, as well as
33 freight concerns throughout the State.

1 3. Study and recommend guidelines and procedures
2 for prioritizing the State's transportation needs and
3 expenditures in relationship to the responsibilities of
4 the Department of Transportation, local governments
5 throughout the State, and local planning agencies.
6 4. Review the structure and responsibilities with
7 regard to transportation planning of the Department of
8 Transportation, local governments throughout the State,
9 and local planning agencies and include any recommended
10 changes in its final report.
11 5. Submit a final report to the Governor on or
12 before December 31, 2003. The report shall contain
13 "consensus" findings and recommendations of the Task
14 Force. The reports will be made available to Illinois'
15 congressional delegation, the members of the State
16 legislature, State, county, and local transportation
17 departments, the State's universities, and the private
18 sector including community and citizens groups; and be it
19 further
20 RESOLVED, That a suitable copy of this resolution be
21 presented to the Secretary of Transportation and the
22 Governor.
