 1                       SENATE JOINT RESOLUTION

 2        WHEREAS, The State of Illinois benefits from the revenues
 3    and economic activity  of  countless  businesses  and  public
 4    utilities  that  rely  on flood control structures to protect
 5    individuals and property from the ravages  of  the  Illinois,
 6    Kaskaskia, Mississippi, and Ohio rivers; and

 7        WHEREAS,  The  State  of  Illinois benefits from improved
 8    public health and quality of life for  its  citizens  due  to
 9    well-drained  land  and  to  access  to  marinas  that  offer
10    waterborne recreational activities; and

11        WHEREAS,  The State of Missouri benefits from hundreds of
12    miles of navigable waterways and waterborne commerce  on  the
13    Illinois, Kaskaskia, Mississippi, and Ohio rivers; therefore,
14    be it

15        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
16    ASSEMBLY  OF  THE   STATE   OF   ILLINOIS,   THE   HOUSE   OF
17    REPRESENTATIVES  CONCURRING HEREIN, that the Illinois General
18    Assembly supports strengthening flood control structures to a
19    common  level  of  protection  to  improve  the  safety   and
20    well-being of the State's citizens, wildlife sanctuaries, and
21    economic assets; and be it further

22        RESOLVED, That the Illinois General Assembly endorses the
23    federally-funded  Upper  Mississippi River Comprehensive Plan
24    that  is  to  develop  recommendations  for  systemic   flood
25    protection  and  for  coordinating  the  varied  uses  of the
26    Illinois and Mississippi rivers; and be it further

27        RESOLVED, That the  Illinois  General  Assembly  supports
28    maintaining  the  current  Missouri  River Water Control Plan
29    that allows  for  the  greatest  protection  from  floods  in
30    southwestern  Illinois, adequate navigation service levels on
31    the Mississippi, ample supplies of hydropower, recreation  in

 1    and  along  the  river  and  its  reservoirs  and habitat for
 2    numerous species; and be it further

 3        RESOLVED, That the Illinois General  Assembly  encourages
 4    modernization  of  the  navigation  locks  and  dams  on  the
 5    Illinois,  Kaskaskia  and  Mississippi rivers to maintain the
 6    Midwest's  position  in  global  markets  and  to  facilitate
 7    movement of commodities  that  produce  energy  (coal,  oil),
 8    build  the  foundations  of communities (cement), and protect
 9    Midwestern communities from extreme weather conditions  (salt
10    to  melt snow, petroleum when trucks could not haul enough to
11    meet shortages), and to facilitate movement  of  recreational
12    boaters over the rivers; and be it further

13        RESOLVED,  That  suitable    copies of this resolution be
14    sent to the President of the United States,  the  Speaker  of
15    the  United States House of Representatives, the President of
16    the United States Senate, and each  member  of  the  Illinois
17    congressional delegation.
