 1        AN ACT making appropriations.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The following named sums, or so much  thereof
 5    as  may  be  necessary, respectively, are appropriated to the
 6    Attorney General to meet the ordinary and contingent expenses
 7    of the following division  of  the  Office  of  the  Attorney
 8    General:

29        Section 10.  The sum of $1,050,000, or so much thereof as
30    is available for use by the Attorney General, is appropriated
31    to   the  Attorney  General  from  the  Illinois  Gaming  Law

 1    Enforcement Fund for State law enforcement purposes.

 2        Section 15.  The following named sums, or so much thereof
 3    as may be necessary, respectively, are appropriated from  the
 4    Asbestos  Abatement  Fund to the Attorney General to meet the
 5    ordinary and contingent expenses of the  Asbestos  Litigation
 6    Division:

20        Section 20.  The amount of $3,500,000, or so much thereof
21    as  may  be  necessary,  is  appropriated  from  the Attorney
22    General  Court  Ordered  and  Voluntary  Compliance   Payment
23    Projects  Fund to the Office of the Attorney General for use,
24    subject  to  pertinent  court  order  or  agreement,  in  the
25    performance of any function pertaining to the exercise of the
26    duties  of  the  Attorney  General,   including   State   law
27    enforcement and public education.

28        Section  25.   The amount of $960,000, or so much thereof
29    as may  be  necessary,  is  appropriated  from  the  Illinois
30    Charity  Bureau Fund to the Office of the Attorney General to
31    enforce the provisions of the Solicitation  for  Charity  Act

 1    and  to  gather  and disseminate information about charitable
 2    trustees and organizations to the public.

 3        Section 30.  The amount of $1,000,000, or so much thereof
 4    as may be necessary, is appropriated from  the  Whistleblower
 5    Reward  and  Protection  Fund  to  the Office of the Attorney
 6    General for State law enforcement purposes.

 7        Section 35.  The amount of $500,000, or so  much  thereof
 8    as  may  be  necessary,  is  appropriated  from  the  Capital
 9    Litigation  Trust  Fund to the Attorney General for financial
10    support under the Attorney General Act for the several county
11    State's Attorneys outside of Cook County.

12        Section 40.  The amount of $800,000, or so  much  thereof
13    as  may  be  necessary,  is  appropriated  from  the  Tobacco
14    Settlement  Recovery  Fund  to  the  Attorney General for the
15    funding of a unit responsible for oversight, enforcement, and
16    implementation of the Master Settlement Agreement entered  in
17    the case of People of the State of Illinois v. Philip Morris,
18    et  al.   (Circuit  Court  of Cook County, No. 96L13146), for
19    enforcement of the Tobacco Product Manufacturers' Escrow Act,
20    and for handling remaining tobacco-related litigation.

21        Section 45.  The amount of $3,500,000, or so much thereof
22    as may  be  necessary,  is  appropriated  from  the  Attorney
23    General's  State Projects and Court Ordered Distribution Fund
24    to  the  Attorney  General   for   payment   of   interagency
25    agreements, for court-ordered distributions to third parties,
26    and, subject to pertinent court order, for performance of any
27    function  pertaining  to  the  exercise  of the duties of the
28    Attorney General, including State law enforcement and  public
29    education.

 1        Section  50.   The amount of $100,000, or so much thereof
 2    as may  be  necessary,  is  appropriated  from  the  Attorney
 3    General's Grant Fund to the Office of the Attorney General to
 4    be  expended in accordance with the terms and conditions upon
 5    which those funds were received.

 6        Section 55.  The following  named  amounts,  or  so  much
 7    thereof  as  may  be necessary, respectively, for the objects
 8    and purposes named in this Section, are appropriated  to  the
 9    Attorney General to meet the ordinary and contingent expenses
10    of the Attorney General:

22    For Awards and Grants under the Violent
23        Crime Victims Assistance Act................    6,700,000
24        Total                                          $8,383,300

25        Section 60. The amount of $200,000, or so much thereof as
26    may  be  necessary,  is  appropriated  from the Child Support
27    Enforcement Trust Fund to the Office of the Attorney  General
28    for child support enforcement purposes.

29        Section 65.  The amount of $3,700,000, or so much thereof
30    as  may  be  necessary,  is  appropriated  from  the Attorney
31    General Federal Grant Fund to  the  Office  of  the  Attorney

 1    General for funding for federal grants.

 2        Section  70.  The  amount of $250,000, or so much thereof
 3    as may be necessary, is appropriated from  the  Sex  Offender
 4    Management  Board  Fund  to the Sex Offender Management Board
 5    for the  purposes  of  planning,  research,  and  operations.
 6    Funding  received  from  private sources is to be expended in
 7    accordance with the terms  and  conditions  placed  upon  the
 8    funding.

 9        Section  999.   Effective date.  This Act takes effect on
10    July 1, 2002.
