92_SB2050enr SB2050 Enrolled LRB9211777DJmb 1 AN ACT in relation to public health. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Department of Public Health Powers and 5 Duties Law of the Civil Administrative Code of Illinois is 6 amended by adding Section 2310-372 as follows: 7 (20 ILCS 2310/2310-372 new) 8 Sec. 2310-372. Stroke Task Force. 9 (a) The Stroke Task Force is created within the 10 Department of Public Health. 11 (b) The task force shall be composed of the following 12 members: 13 (1) Nineteen members appointed by the Director of 14 Public Health from nominations submitted to the Director 15 by the following organizations, one member to represent 16 each organization: the American Stroke Association; the 17 National Stroke Association; the Illinois State Medical 18 Society; the Illinois Neurological Society; the Illinois 19 Academy of Family Physicians; the Illinois Chapter of the 20 American College of Emergency Physicians; the Illinois 21 Chapter of the American College of Cardiology; the 22 Illinois Nurses Association; the Illinois Hospital and 23 Health Systems Association; the Illinois Physical Therapy 24 Association; the Pharmaceutical Manufacturers 25 Association; the Illinois Rural Health Association; the 26 Illinois Chapter of AARP; the Illinois Association of 27 Rehabilitation Facilities; the Illinois Life Insurance 28 Council; the Illinois Public Health Association; the 29 Illinois Speech-Language Hearing Association; the 30 American Association of Neurological Surgeons; and the 31 Illinois Health Care Cost Containment Council. SB2050 Enrolled -2- LRB9211777DJmb 1 (2) Five members appointed by the Governor as 2 follows: one stroke survivor; one licensed emergency 3 medical technician; one individual who (i) holds the 4 degree of Medical Doctor or Doctor of Philosophy and (ii) 5 is a teacher or researcher at a teaching or research 6 university located in Illinois; one individual who is a 7 minority person as defined in the Business Enterprise for 8 Minorities, Females, and Persons with Disabilities Act; 9 and one member of the general public. 10 (3) The following ex officio members: the 11 chairperson of the Senate Public Health Committee; the 12 minority spokesperson of the Senate Public Health 13 Committee; the chairperson of the House Health Care 14 Committee; and the minority spokesperson of the House 15 Health Care Committee. 16 The Director of Public Health shall serve as the 17 chairperson of the task force. 18 If a vacancy occurs in the task force membership, the 19 vacancy shall be filled in the same manner as the initial 20 appointment. 21 (c) Task force members shall serve without compensation, 22 but nonpublic members shall be reimbursed for their 23 reasonable travel expenses incurred in performing their 24 duties in connection with the task force. 25 (d) The task force shall adopt bylaws; shall meet at 26 least 3 times each calendar year; and may establish 27 committees as it deems necessary. For purposes of task force 28 meetings, a quorum is the number of members present at a 29 meeting. Meetings of the task force are subject to the Open 30 Meetings Act. The task force must afford an opportunity for 31 public comment at its meetings. 32 (e) The task force shall advise the Department of Public 33 Health with regard to setting priorities for improvements in 34 stroke prevention and treatment efforts, including, but not SB2050 Enrolled -3- LRB9211777DJmb 1 limited to, the following: 2 (1) Developing and implementing a comprehensive 3 statewide public education program on stroke prevention, 4 targeted to high-risk populations and to geographic areas 5 where there is a high incidence of stroke. 6 (2) Identifying the signs and symptoms of stroke 7 and the action to be taken when these signs or symptoms 8 occur. 9 (3) Recommending and disseminating guidelines on 10 the treatment of stroke patients, including emergency 11 stroke care. 12 (4) Ensuring that the public and health care 13 providers and institutions are sufficiently informed 14 regarding the most effective strategies for stroke 15 prevention; and assisting health care providers in using 16 the most effective treatment strategies for stroke. 17 (5) Addressing means by which guidelines may be 18 revised to remain current with developing treatment 19 methodologies. 20 (f) The task force shall advise the Department of Public 21 Health concerning the awarding of grants to providers of 22 emergency medical services and to hospitals for the purpose 23 of improving care to stroke patients. 24 (g) The task force shall submit an annual report to the 25 Governor and the General Assembly by January 1 of each year, 26 beginning in 2003. The report must include, but need not be 27 limited to, the following: 28 (1) The task force's plans, actions, and 29 recommendations. 30 (2) An accounting of moneys spent for grants and 31 for other purposes. 32 Section 99. Effective date. This Act takes effect upon 33 becoming law.
