1 AN ACT concerning vehicles.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.570 as follows:
6 (30 ILCS 105/5.570 new)
7 Sec. 5.570. The Choose Life Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-654 as follows:

11 Sec. 3-654. Choose Life license plates.
12 (a) The Secretary, upon receipt of an application made
13 in the form prescribed by the Secretary, may issue special
14 registration plates designated as Choose Life license plates.
15 The special plates issued under this Section shall be affixed
16 only to passenger vehicles of the first division and motor
17 vehicles of the second division weighing not more than 8,000
18 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21 (b) The design and color of the plates is wholly within
22 the discretion of the Secretary, except that the phrase
23 "Choose Life" shall be on the plates. The Secretary may allow
24 the plates to be issued as vanity plates or personalized
25 under Section 3-405.1 of this Code. The Secretary shall
26 prescribe stickers or decals as provided under Section 3-412
27 of this Code.
28 (c) An applicant for the special plates shall be charged
29 a $25 fee for original issuance in addition to the

1 appropriate registration fee. Of this $25 fee, $10 shall be
2 deposited into the Choose Life Fund and $15 shall be
3 deposited into the Secretary of State Special License Plate
4 Fund, to be used by the Secretary to help defray the
5 administrative processing costs.
6 For each registration renewal period, a $25 fee, in
7 addition to the appropriate registration fee, shall be
8 charged. Of this $25 fee, $23 shall be deposited into the
9 Choose Life Fund and $2 shall be deposited into the Secretary
10 of State Special License Plate Fund.
11 (d) The Choose Life Fund is created as a special fund in
12 the State treasury. All moneys in the Choose Life Fund shall
13 be paid, subject to appropriation by the General Assembly and
14 approval by the Secretary, to the Department of Children and
15 Family Services (DCFS). DCFS must dispense these moneys as
16 grants to non-governmental, not-for-profit crisis pregnancy
17 centers whose services are limited to counseling and meeting
18 the physical needs of pregnant women. These moneys shall not
19 be distributed to any agency that is involved or associated
20 with abortion activities, including counseling for or
21 referrals to abortion clinics, providing medical procedures
22 related to abortion, or advertising that supports abortion.
23 These moneys may not be distributed to any agency that
24 charges a fee to women for services received. Agencies that
25 receive these moneys must use the moneys to provide for the
26 material needs of pregnant women, including clothing,
27 housing, medical care, food, utilities, and transportation.
28 These moneys may not be used for administrative expenses,
29 legal expenses, or capital expenditures.
