 1        AN ACT in relation to higher education.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Public Community College Act is  amended
 5    by changing Section 7-23.1 as follows:

 6        (110 ILCS 805/7-23.1) (from Ch. 122, par. 107-23.1)
 7        Sec.   7-23.1.    Contracts.  The  board  shall  let  all
 8    contracts (other than those excepted  by  Section  3-27.1  of
 9    this  Act)  for  supplies,  materials  or  work  involving an
10    expenditure  in  excess  of  $10,000  $5,000  by  competitive
11    bidding as provided in Section 3-27.1 of this Act.

13        Section 99.  Effective date.  This Act takes effect  upon
14    becoming law.
