92_SB1394 LRB9204663NTtm 1 AN ACT making appropriations and reappropriations. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The sum of $267,525, or so much thereof as 5 may be necessary and remains unexpended at the close of 6 business on June 30, 2001, from a reappropriation made for 7 such purpose in Article 11, Sections 5 of Public Act 91-705, 8 is reappropriated from the Capital Development Fund to the 9 Illinois Community College Board for distribution as grants 10 to community colleges for technology infrastructure 11 improvements. No contract shall be entered into or obligation 12 incurred for any expenditures from the appropriation made in 13 this Section until after the purposes and amounts have been 14 approved in writing by the Governor. 15 Section 10. The sum of $73,396, or so much thereof as 16 may be necessary and remains unexpended at the close of 17 business on June 30, 2001, from a reappropriation made for 18 such purpose in Article 11, Section 10 of Public Act 91-705, 19 is reappropriated from the Capital Development Fund to the 20 Illinois Community College Board for distribution as grants 21 to community colleges for technology infrastructure 22 improvements. No contract shall be entered into or obligation 23 incurred for any expenditures from the appropriation made in 24 this Section until after the purposes and amounts have been 25 approved in writing by the Governor. 26 Section 15. The sum of $51,000, or so much thereof as 16 may be necessary, is appropriated from the Education 17 Assistance Fund to the Illinois Community College Board for 18 the contractual services of the Central Office. 19 Section 25. The sum of $250,000, or so much thereof as 20 may be necessary, is appropriated from the General Revenue 21 Fund to the Illinois Community College Board for the 22 development of core values and leadership initiatives. 23 Section 30. The sum of $20,000,000, or so much thereof 24 as may be necessary, is appropriated from the Illinois 25 Community College Board Contracts and Grants Fund to the 26 Illinois Community College Board to be expended under the 27 terms and conditions associated with the moneys being 28 received. 29 Section 31. The sum of $2,000,000, or so much thereof as 30 may be necessary, is appropriated from the ICCB Adult -3- LRB9204663NTtm 1 Education Fund to the Illinois Community College Board for 2 operational expenses associated with administration of adult 3 education and literacy activities. 4 Section 35. The following named amount, or so much 25 thereof as may be necessary, is appropriated from the General 26 Revenue Fund to the Illinois Community College Board for the 27 former community college district #541 in East St. Louis for 28 the purposes specified, including prior years' expenditures: 29 For grants to operate an educational facility in 30 East St. Louis.............................. $ 2,200,000 31 Section 45. The sum of $750,000, or so much thereof as -4- LRB9204663NTtm 1 may be necessary, is appropriated from the General Revenue 2 Fund to the Illinois Community College Board for special 3 initiative grants. 4 Section 46. The sum of $333,000, or so much thereof as 5 may be necessary, is appropriated from the General Revenue 6 Fund to the Illinois Community College Board for matching 7 grants to Illinois public community college foundations. 8 Section 50. The sum of $39,045,300, or so much thereof 9 as may be necessary, is appropriated from the Education 10 Assistance Fund to the Illinois Community College Board for 11 distribution as base operating grants. 12 Section 51. The sum of $25,000, or so much thereof as may 13 be necessary, is appropriated from the Education Assistance 14 Fund to the Illinois Community College Board for the 15 Illinois Occupational Information Coordinating Committee. 16 Section 60. The sum of $125,000, or so much thereof as 17 may be necessary, is appropriated from the General Revenue 18 Fund to the Illinois Community College Board for awarding 19 scholarships to graduates of the Lincoln's Challenge Program. 20 Section 65. The sum of $1,000,000, or so much thereof as 21 may be necessary, is appropriated from the AFDC Opportunities 22 Fund to the Illinois Community College Board for grants to 23 colleges for workforce training and technology and operating 24 costs of the Board for those purposes. 25 Section 70. The sum of $10,000 or so much thereof as may 26 be necessary, is appropriated from the Video Conferencing 27 User Fund to the Illinois Community College Board for video 28 conferencing expenses. -5- LRB9204663NTtm 1 Section 80. The following named amounts, or so much of 2 those amounts as may be necessary, for the objects and 3 purposes named, are appropriated to the Illinois Community 4 College Board for adult education and literacy activities: 5 From the General Revenue Fund: 6 For payment of costs associated with 7 education and educational related services to 8 local eligible providers for adult education and 9 literacy........................................ $16,560,100 10 For payment of costs associated with 11 education and educational related services to 12 local eligible providers for performance based 13 awards.......................................... 14,623,000 14 For operational expenses of and for payment 15 of costs associated with education and 16 educational related services to recipients of 17 Public Assistance, and, if any funds remain, for 18 costs associated with education and educational 19 related services to local eligible providers for 20 adult education and literacy.................... 10,068,200 21 From the ICCB Adult Education Fund: 22 For payment of costs associated with 23 education and educational related services to 24 local eligible providers for adult education and 25 literacy as provided by the United States 26 Department of Education......................... 21,000,000 27 Total, this Section......................... $62,251,300 28 Section 90. The sum of $814,444, or so much thereof as 29 may be necessary and remains unexpended at the close of 30 business on June 30, 2001, from an appropriation heretofore 31 made for such purpose in Article 11, Section 90 of Public Act 32 91-705, is reappropriated from the Capital Development Fund 33 to the Illinois Community College Board for digitalization -6- LRB9204663NTtm 1 infrastructure for Black Hawk College television station 2 WQPT-TV (Moline-Sterling). No contract shall be entered into 3 or obligation incurred for any expenditures from the 4 appropriation made in this Section until after the purposes 5 and amounts have been approved in writing by the Governor. 6 Section 95. The sum of $814,444, or so much thereof as 7 may be necessary and remains unexpended at the close of 8 business on June 30, 2001, from an appropriation heretofore 9 made for such purpose in Article 11, Section 95 of Public Act 10 91-705, is reappropriated from the Capital Development Fund 11 to the Illinois Community College Board for digitalization 12 infrastructure for City Colleges of Chicago television 13 station WYCC-TV. No contract shall be entered into or 14 obligation incurred for any expenditures from the 15 appropriation made in this Section until after the purposes 16 and amounts have been approved in writing by the Governor. 17 Section 100. The sum of $814,444, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 2001, from an appropriation heretofore 20 made for such purpose in Article 11, Section 100 of Public 21 Act 91-705 is reappropriated from the Capital Development 22 Fund to the Illinois Community College Board for 23 digitalization infrastructure for Black Hawk College 24 television station WQPT-TV (Moline-Sterling), in addition to 25 amounts previously appropriated for such purposes. No 26 contract shall be entered into or obligation incurred for any 27 expenditures from the appropriation made in this Section 28 until after the purposes and amounts have been approved in 29 writing by the Governor. 30 Section 105. The sum of $814,444, or so much thereof as 31 may be necessary and remains unexpended at the close of -7- LRB9204663NTtm 1 business on June 30, 2001, from an appropriation heretofore 2 made for such purpose in Article 11, Section 105 of Public 3 Act 91-705, is reappropriated from the Capital Development 4 Fund to the Illinois Community College Board for 5 digitalization infrastructure for City Colleges of Chicago 6 television station WYCC-TV, in addition to amounts previously 7 appropriated for such purposes. No contract shall be entered 8 into or obligation incurred for any expenditures from the 9 appropriation made in this Section until after the purposes 10 and amounts have been approved in writing by the Governor. 11 Section 110. The sum of $4,000,000, or so much thereof 12 as may be necessary and remains unexpended at the close of 13 business on June 30, 2001, from an appropriation heretofore 14 made for such purpose in Article 11, Section 110 of Public 15 Act 91-705, is reappropriated from the Capital Development 16 Fund to the Illinois Community College Board for costs 17 associated with a new campus at Kennedy King College. No 18 contract shall be entered into or obligation incurred for any 19 expenditures from the appropriation made in this Section 20 until after the purposes and amounts have been approved in 21 writing by the Governor. 22 Section 115. The amount of $50,000, or so much thereof 23 as may be necessary and remains unexpended at the close of 24 business on June 30, 2001, from an appropriation heretofore 25 made for such purpose in Article 11, Section 115 of Public 26 Act 91-705, is reappropriated from the Fund for Illinois' 27 Future to the Illinois Community College Board for a grant to 28 Malcolm X College for youth athletic programs. 29 Section 120. The reappropriation in this Section 30 continues a certain appropriation initially made for the 31 fiscal year beginning July 1, 1999 for the purposes of the -8- LRB9204663NTtm 1 Illinois FIRST Program. The sum of $5,000,000, or so much 2 thereof as may be necessary and remains unexpended at the 3 close of business on June 30, 2001, from an appropriation 4 heretofore made for such purpose in Article 4, Division FY00, 5 Section 1-2 of Public Act 91-708, as amended, is 6 reappropriated from the Build Illinois Bond Fund for the 7 Illinois Community College Board for remodeling of facilities 8 for compliance with the Americans with Disabilities Act. 9 This appropriated amount shall be in addition to any other 10 appropriated amounts which can be expended for these 11 purposes. 12 Section 125. The reappropriation in this Section 13 continues a certain appropriation initially made for the 14 fiscal year beginning July 1, 1986, for the purposes of the 15 Build Illinois Program set forth in this Section. The 16 amount of $3,000,000, or so much thereof as may be necessary 17 and remains unexpended on June 30, 2001, from appropriations 18 heretofore made for such purposes in Article 4, Division 19 FY87a, Section 6-6.6 of Public Act 91-708, as amended, is 20 reappropriated from the Build Illinois purposes Fund to the 21 Illinois Community College Board for the City Colleges of 22 Chicago for costs associated with planning, utilities, site 23 improvements, repairs, renovation, remodeling, and 24 construction of Job Training Centers. 25 Section 130. The reappropriation in this Section 26 continues a certain appropriation initially made for the 27 fiscal years beginning July 1, 1985, for the purpose of the 28 Build Illinois Program set forth in this Section. The 29 amount of $2,000,000, or so much thereof as may be necessary 30 and remains unexpended on June 30, 2001, from appropriations 31 heretofore made for such purposes in Article 4, Division 32 FY86, Section 8-5.3 of Public Act 91-708, as amended, is -9- LRB9204663NTtm 1 reappropriated from the Build Illinois Bond Fund to the 2 Illinois Community College Board for the City Colleges of 3 Chicago for costs associated with planning, utilities, site 4 improvements, repairs, renovation, remodeling, and 5 construction of Job Training Centers. 6 Section 900. No contract shall be entered into or 7 obligation incurred for any expenditures from the 8 appropriations made in Sections 120, 125, and 130 until after 9 the purposes and amounts have been approved in writing by the 10 Governor. 11 Section 999. Effective date. This Act takes effect July 12 1, 2001.
