92_SB1293eng SB1293 Engrossed LRB9205351NTsbB 1 AN ACT concerning education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The School Code is amended by changing 5 Section 21-9 as follows: 6 (105 ILCS 5/21-9) (from Ch. 122, par. 21-9) 7 Sec. 21-9. Substitute certificates and substitute 8 teaching. 9 (a) A substitute teacher's certificate may be issued for 10 teaching in all grades of the common schools. Such 11 certificate may be issued upon request of the regional 12 superintendent of schools of any region in which the teacher 13 is to teach. A substitute teacher's certificate is valid for 14 teaching in the public schools of any county. Such 15 certificate may be issued to persons who either (a) hold a 16 certificate valid for teaching in the common schools as 17 shown on the face of the certificate, (b) hold a bachelor of 18 arts degree from an institution of higher learning accredited 19 by the North Central Association or other comparable regional 20 accrediting association or have been graduated from a 21 recognized institution of higher learning with a bachelor's 22 degree, or (c) have had 2 years of teaching experience and 23 meet such other rules and regulations as may be adopted by 24 the State Board of Education in consultation with the State 25 Teacher Certification Board. Such certificate shall expire 26 on June 30 in the fourth year from date of issue. Substitute 27 teacher's certificates are not subject to endorsement as 28 described in Section 21-1b of this Code. 29 (b) A teacher holding a substitute teacher's certificate 30 may teach only in the place of a certified teacher who is 31 under contract with the employing board and may teach only SB1293 Engrossed -2- LRB9205351NTsbB 1 when no appropriate fully certified teacher is available to 2 teach in a substitute capacity. A teacher holding an early 3 childhood certificate, an elementary certificate, a high 4 school certificate, or a special certificate may also 5 substitute teach in grades K-12 but only in the place of a 6 certified teacher who is under contract with the employing 7 board. A substitute teacher may teach only for a period not 8 to exceed 90 paid school days or 450 paid school hours in any 9 one school district in any one school term. However, for the 10 2001-2002, 2002-2003, and 2003-2004 school years, a teacher 11 holding an early childhood, elementary, high school, or 12 special certificate may substitute teach for a period not to 13 exceed 120 paid school days or 600 paid school hours in any 14 one school district in any one school term. Where such 15 teaching is partly on a daily and partly on an hourly basis, 16 a school day shall be considered as 5 hours. The teaching 17 limitations imposed by this subsection upon teachers holding 18 substitute certificates shall not apply in any school 19 district operating under Article 34. 20 (Source: P.A. 91-102, eff. 7-12-99.) 21 Section 99.
