1 AN ACT in relation to real property.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Board of Trustees of Southern Illinois
5 University is authorized to sell or exchange for other real
6 property of substantially equal value certain real property
7 located in Sangamon County, Illinois and described as follows
8 without compliance with the State Property Control Act:
9 Part of the Southwest quarter of the Northwest quarter of
10 Section Ten (10), Township Thirteen (13) North, Range Six
11 (6), West of the Third Principal Meridian, Described as
12 follows: Beginning at a point on the North Right-of-Way
13 line of S.B.I. Route 104, said point being 102 feet
14 westerly from the Southwest corner of Lot Thirteen (13)
15 of Western Acres, Plat One, thence North 177.58 feet to
16 the Southeast corner of Lot Seventeen (17) in said
17 Western Acres, Plat One; thence deflecting Left 90
18 Degrees, 27 Minutes measure 38.0 feet (38.5 feet
19 recorded) to the Southwest Corner of said Lot Seventeen
20 (17); thence deflecting Right 7 Degrees, 05 Minutes
21 measure 200 feet; thence deflecting Left 106 Degrees 46
22 Minutes measure 269.92 feet to a point on the North
23 Right-of-Way line of S.B.I. Route 104; thence easterly
24 along said North Right-of-Way line, measure a chord
25 distance of 200 feet to the point of beginning.
26 Section 10. The net proceeds received by the Board of
27 Trustees of Southern Illinois University from the sale or
28 exchange of the real property described in Section 5 of this
29 Act shall be deposited by the Board of Trustees of Southern
30 Illinois University into the Repair and Replacement Reserve
31 Account of the Southern Illinois University Medical

1 Facilities System created by the resolution of the Board of
2 Trustees of Southern Illinois University that was adopted on
3 October 10, 1996, pursuant to the Southern Illinois
4 University Revenue Bond Act.
5 Section 90. The State Property Control Act is amended by
6 changing Section 1.02 as follows:
7 (30 ILCS 605/1.02) (from Ch. 127, par. 133b3)
8 Sec. 1.02. "Property" means State owned property and
9 includes all real estate, with the exception of rights of way
10 for State water resource and highway improvements, traffic
11 signs and traffic signals, and with the exception of common
12 school property; and all tangible personal property with the
13 exception of properties specifically exempted by the
14 administrator, provided that any property originally
15 classified as real property which has been detached from its
16 structure shall be classified as personal property.
17 "Property" does not include property owned by the
18 Illinois Medical District Commission and leased or occupied
19 by others for purposes permitted under the Illinois Medical
20 District Act. "Property" also does not include property
21 owned and held by the Illinois Medical District Commission
22 for redevelopment.
23 "Property" does not include that property described under
24 Section 5 of this amendatory Act of the 92nd General
25 Assembly.

27 Section 99. Effective date. This Act takes effect upon
28 becoming law.
