 1        AN ACT in relation to conservation.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Conservation Education Act is amended by
 5    changing Section 3 as follows:

 6        (105 ILCS 415/3) (from Ch. 122, par. 698.3)
 7        Sec. 3. Advisory Board.
 8        (a)  An Advisory Board is hereby  established  consisting
 9    of  the  Director  of  Agriculture,  the  Director of Natural
10    Resources plus a person designated by the Director of Natural
11    Resources,  the  Director  of  the  Environmental  Protection
12    Agency, the State Superintendent of Education,  the  Director
13    of  Commerce  and  Community  Affairs, the Director of Public
14    Health, the Director of Nuclear Safety, the Director  of  the
15    University  of  Illinois Cooperative Extension Service, and 4
16    members to be  appointed  by  the  Governor.   The  appointed
17    members  shall  consist  of: a representative of the colleges
18    and universities of the State of Illinois, a member of a soil
19    conservation  district  within  the  State  of  Illinois,   a
20    classroom teacher who has won the Conservation Teacher of the
21    Year  Award,  and  a representative of business and industry.
22    All appointive members shall be  appointed  for  terms  of  3
23    three  years  except  when  an  appointment is made to fill a
24    vacancy, in which case the appointment shall be made  by  the
25    Governor  for the unexpired term of the position vacant.  The
26    Advisory Board from time to time shall  make  recommendations
27    concerning  the  conservation  education  program  within the
28    State of Illinois.  In selecting the  appointive  members  of
29    the Advisory Board, the Governor shall give due consideration
30    to  the recommendations of such professional organizations as
31    are  concerned  with  the  conservation  education   program.

 1    Members   of   the   Advisory   Board   shall  serve  without
 2    compensation but shall be reimbursed for actual and necessary
 3    expenses incurred in the administration of the Act.  Each  of
 4    the  members  serving  ex  officio  may designate a person to
 5    serve in his or her place.
 6        (b)  The Advisory Board shall select  its  own  Chairman,
 7    establish rules and procedures not inconsistent with this Act
 8    and  shall  keep  a  record  of  matters  transpiring  at all
 9    meetings.  The Board shall hold regular meetings at  least  4
10    four  times  each  year and special meetings shall be held at
11    the call of the Chairman or any 3 three members of the Board.
12    All matters coming before the Board shall  be  decided  by  a
13    majority vote of those present at any meeting.
14        (c)  The  Advisory  Board  from  time  to time shall make
15    recommendations concerning the conservation education program
16    within the State of Illinois.

18        Section 99. Effective date.  This Act takes  effect  upon
19    becoming law.
