1 AN ACT concerning child welfare services.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Children and Family Services Act is
5 amended by adding Section 5d as follows:
6 (20 ILCS 505/5d new)
7 Sec. 5d. Child care provider training.
8 (a) The Department, in consultation with the State Board
9 of Education, must establish a child care provider training
10 program that will educate child care providers on:
11 (1) The importance of healthy brain development in
12 the first 3 years of a child's life.
13 (2) The identification of risk factors and
14 behaviors that indicate that a child:
15 (A) needs special education or mental health
16 treatment; or
17 (B) is at risk of becoming involved in the
18 criminal justice system.
19 (3) Appropriate referrals for intervention for the
20 behaviors identified under paragraph (2) of this
21 subsection.
22 (b) The Department must establish an application process
23 for child care providers who wish to attend the program and
24 may charge child care providers a fee for attending the
25 program.
26 (c) The Department may adopt any rules necessary to
27 implement this Section.
