 1        AN ACT concerning vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    adding Section 16-106.5 as follows:

 6        (625 ILCS 5/16-106.5 new)
 7        Sec.  16-106.5.  Pilot  project;  notice  of violation to
 8    owner.
 9        (a)  A  pilot  project  is  created  that  shall  be   in
10    operation  from  January 1, 2002 through December 31, 2003 in
11    the counties of DuPage,  Kendall,  and  Sangamon.  Under  the
12    pilot  project,  when  a  traffic  citation  is  issued for a
13    violation of this Code to a person who is under the age of 18
14    years, who is a resident of the county in which  the  traffic
15    citation  was  issued, and who is not the registered owner of
16    the vehicle named in the traffic citation, the circuit  clerk
17    of the county in which the traffic citation was issued shall,
18    within  10  days after the traffic citation is filed with the
19    circuit clerk, send notice of the  issuance  of  the  traffic
20    citation  to the registered owner of the vehicle.  The notice
21    must include:
22             (1)  the date and time the violation was alleged  to
23        have been committed;
24             (2)  the location where the violation was alleged to
25        have been committed;
26             (3)  the name of the person cited for committing the
27        alleged violation;
28             (4)  the  violation  alleged to have been committed;
29        and
30             (5)  the  date  and  time  of  any  required   court
31        appearance by the person cited for committing the alleged

 1        violation.
 2        (b)  On or before March 31, 2004, the Department of State
 3    Police   shall   report   to  the  General  Assembly  on  the
 4    effectiveness of the pilot project.

 5        Section 99.  This Act takes effect upon becoming law.
