1 AMENDMENT TO SENATE BILL 74
2 AMENDMENT NO. . Amend Senate Bill 74 by replacing
3 the title with the following:
4 "AN ACT in relation to vehicles."; and
5 by replacing everything after the enacting clause with the
6 following:
7 "Section 5. The Illinois Vehicle Code is amended by
8 adding Section 3-114.1 as follows:
9 (625 ILCS 5/3-114.1 new)
10 Sec. 3-114.1. Transfers to and from charitable
11 organizations. When a charitable not-for-profit organization
12 that is exempt from federal income taxation under Section
13 501(c)(3) of the Internal Revenue Code becomes the recipient
14 of a motor vehicle by means of a donation from an individual,
15 the organization need not send the certificate of title to
16 the Secretary of State. Upon transferring the motor vehicle,
17 the organization shall promptly and within 20 days execute
18 the reassignment to reflect the transfer from the
19 organization to the purchaser. The organization is
20 specifically authorized to complete and execute the space
21 reserved in the certificate of title for a dealer

1 reassignment, not withstanding that the organization is not a
2 licensed dealer. Nothing in this Section shall be construed
3 to require the organization to become a licensed vehicle
4 dealer.".
