1 HOUSE RESOLUTION
2 WHEREAS, The members of the House of Representatives wish
3 to say farewell to State Representative Dan Rutherford of the
4 87th District, who has served in the House since 1993 and has
5 served as Assistant Republican Leader since 1999; and
6 WHEREAS, Among his many accomplishments, he served as
7 chairperson of the Long Term Care Funding Task Force, which
8 resulted in the law to rewrite the reimbursement formula for
9 nursing homes in Illinois; he negotiated and sponsored the
10 legislation that sets guidelines for vegetation management by
11 utility companies on private lands and government property;
12 he served as chairperson of the House Republican Tax Relief
13 Task Force, which resulted in legislation that provided
14 hundreds of millions of dollars in tax relief to the citizens
15 of Illinois; he helped craft and co-sponsored the resolution
16 which encouraged humanitarian trade with Cuba for food and
17 medicine, which helped encourage the Governor's humanitarian
18 mission to Cuba in which he participated; and
19 WHEREAS, He is a successful businessman in the private
20 sector, not a career politician; he is known for bringing
21 diverse interests and parties together for consensus on
22 difficult issues; and
23 WHEREAS, He has organized the regular new member
24 briefings for incoming House Republicans; and
25 WHEREAS, He has received numerous awards and recognition
26 during his tenure in the House of Representatives; he
27 received the Champion of Free Enterprise recognition from the
28 Illinois Chamber of Commerce in 2002; he was named Legislator
29 of the Year by the Illinois Health Care Association in 2002;
30 he received the "Job Defender" Award from the Employment Law
31 Council Political Action Committee in 2001; he was named
32 Legislator of the Year by the Association of Illinois Soil

1 and Water Conservation Districts in 2001; was named
2 Legislator of the Year by the Illinois Young Republicans in
3 1998; he was named Outstanding Legislator by the Illinois
4 Hospital and Health Systems Association in 1996; he
5 represented Illinois at the Emerging Political Leaders
6 Conference at Darden Management School, University of
7 Virginia in 1996; he was named Legislator of the Year by the
8 Association of Community Mental Health Authorities of
9 Illinois in 1995; he was recognized by the Illinois
10 Association of County Veterans Assistance Commissions for
11 outstanding service; he was named Legislator of the Year in
12 1995 by the Association of Community Mental Health
13 Authorities of Illinois; he was awarded the Certificate of
14 Appreciation for hard work and dedication to Illinois
15 Veterans in 1994; he was named Outstanding Freshmen
16 Legislator by the Illinois Health Care Association in 1993;
17 he was recognized by the Illinois Department of Corrections
18 for support of Corrections in 1993; and he was consistently
19 awarded the Friend of Agriculture award by ACTIVATOR of the
20 Illinois Farm Bureau; and
21 WHEREAS, We wish Dan Rutherford well as he joins the
22 Illinois Senate in January 2003; while we know he is looking
23 forward to bringing his expertise and perspective to the
24 Senate, we will miss him in the House of Representatives;
25 therefore, be it
26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
28 we thank Representative Dan Rutherford for all of his hard
29 work and dedication to the House of Representatives, the
30 institution, and his colleagues, both Democrats and
31 Republicans, and especially the people of the State of
32 Illinois; and be it further
33 RESOLVED, That a suitable copy of this resolution be

1 delivered to Representative Dan Rutherford as an expression
2 of our esteem.
