1 HOUSE RESOLUTION
2 WHEREAS, Dr. David R. Taylor is currently serving as
3 President of Western Illinois University; and
4 WHEREAS, Dr. Taylor has elected to retire effective June
5 30, 2002; and
6 WHEREAS, Dr. Taylor has been at Western Illinois
7 University since 1979, serving as Dean of the College of
8 Education and Human Services for more than twenty years,
9 until his appointment in December of 2001 as President; and
10 WHEREAS, Dr. Taylor has made tremendous contributions to
11 Western Illinois University, higher education, and the State
12 of Illinois with pioneering and nationally recognized efforts
13 in the areas of interactive distance learning and educational
14 technology and has provided guidance and oversight to Western
15 Illinois University's highly successful and innovative
16 teacher education program; and
17 WHEREAS, Dr. Taylor served with the White House Domestic
18 Council as education liaison during the Ford administration
19 and has served on numerous national, regional, State, and
20 local boards and committees, including for the State Board of
21 Education, the Office of the Governor, the U.S. Department of
22 Education, the Governor's Illinois Technology Team, the AACTE
23 Technology in Teacher Education Committee, and the Spoon
24 River Community College Board of Trustees; and
25 WHEREAS, Dr. Taylor served his country in the United
26 States Marine Corp, where he received a Vietnam Service
27 Medal, the Republic of Vietnam Campaign Medal, and the Purple
28 Heart; and
29 WHEREAS, Dr. Linda Stickney-Taylor, the wife of Dr. David
30 Taylor, serves as the Dean of Extended and Continuing
31 Education for Western Illinois University and has made

1 significant contributions of her own; and
2 WHEREAS, Dr. Stickney-Taylor has been particularly
3 instrumental in the development and tremendous success of
4 Western Illinois University's Quad-Cities campus, working
5 tirelessly to provide new and innovative program offerings
6 and educational opportunities to the entire Quad-Cities
7 region; and
8 WHEREAS, During her tenure, Dr. Stickney-Taylor has been
9 responsible for Western Illinois University's extended
10 learning program, cross-cultural programs, international
11 education program, non-credit and non-traditional programs,
12 radio station, and other program areas; and
13 WHEREAS, Dr. Stickney-Taylor and Western Illinois
14 University's School of Extended and Continuing Education have
15 received numerous State, regional, and national awards for
16 their extraordinary efforts; and
17 WHEREAS. Dr. Stickney-Taylor has also elected to retire
18 and will join her husband in well-deserved and less demanding
19 pursuits, including time with their children and
20 grandchildren and boating on Lake Michigan; therefore, be it
21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23 we express our sincere gratitude for both Dr. David Taylor
24 and Dr. Linda Stickney-Taylor's contributions to higher
25 education and to the State of Illinois and congratulate them
26 for their many achievements while at Western Illinois
27 University; and be it further
28 RESOLVED, That we join together to wish them all the best
29 in their retirement and any future endeavors; and be it
30 further
31 RESOLVED, That a suitable copy of this resolution be

1 presented to David Taylor and Linda Stickney-Taylor as an
2 expression of our esteem.
