1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to congratulate Dr. Thomas Keith
4 Buell for his years of service as superintendent of Forest
5 Ridge School District 142; and
6 WHEREAS, Dr. Buell and his family, wife, Carole; his
7 daughter, Erian; and his son, Tyler, reside in Palos Heights;
8 and
9 WHEREAS, Dr. Buell earned his Bachelor's degree in music
10 education from Wheaton College, his Master's degree in music
11 education from the American Conservatory of Music in Chicago,
12 and his doctorate degree in educational administration from
13 Loyola University; and
14 WHEREAS, Dr. Buell entered education in 1968 at Prairie
15 Hills Elementary School District 144, where he taught music
16 at Fieldcrest School in Oak Forest; and
17 WHEREAS, Dr. Buell was appointed principal of Fieldcrest
18 School in 1976 and served for ten years; and
19 WHEREAS, In 1987, Dr. Buell was appointed Assistant
20 Superintendent for Business of Prairie Hills Elementary
21 School District 144; during his years there, he initiated and
22 developed a self-improvement and evaluation program for
23 teachers, "The Science of Teaching", which won him national
24 recognition from the American Association of School
25 Administrators and the National Center for Improvement of
26 Learning; in addition, he received local recognition from
27 Governors State University and Prairie Hills School District;
28 and
29 WHEREAS, Dr. Buell was named Superintendent of Schools in
30 the Forest Ridge School District 142 in January, 1990; in
31 that position, he has been instrumental in developing a

1 pre-kindergarten program that has been funded by the State
2 since 1991 and has now evolved into the Focus on Families
3 program; Dr. Buell has overseen the development of the
4 English as a Second Language program, which began nine years
5 ago; he has worked with the staff to support the development
6 of an extremely successful technology program; and
7 WHEREAS, Dr. Thomas Keith Buell will resign as
8 Superintendent of Forest Ridge School District 142 on June
9 30, 2002; therefore be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12 we congratulate Dr. Thomas Keith Buell of Palos Heights on
13 his achievements as Superintendent of Schools for Forest
14 Ridge School District 142 and wish him all the best in his
15 future endeavors; and be it further
16 RESOLVED, That a suitable copy of this resolution be
17 presented to Dr. Thomas Keith Buell of Palos Heights as an
18 expression of our esteem.
