 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  wish  to  recognize  milestone events in the
 4    lives of the citizens of the State of Illinois; and

 5        WHEREAS, It has come to our attention that  Donald  Gould
 6    is  retiring  from  his  position as the Director of the Will
 7    County Emergency Management Agency after 23 years of service;
 8    and

 9        WHEREAS, Mr. Gould began his career with the Will  County
10    Emergency  Management  Agency  as  the Civil Defense Director
11    from 1969 to 1975;  from  1985  to  2002  he  served  as  the
12    Emergency Management Director; and

13        WHEREAS,  During his career Mr. Gould conducted the first
14    exercise  for  the  newly  started  Braidwood  Nuclear  Power
15    Station, formed the first Hazardous Materials  Response  Team
16    for  Will  County  and  was a speaker in 1986 at the National
17    Governors Association  meeting  in  Washington  D.C.  on  the
18    formations  of Local Emergency Planning Committees; he worked
19    with the United  States  Army  Corps  of  Engineers  and  the
20    Federal  Government  to  utilize  warm water from the Dresden
21    Cooling Pond to melt ice on the  Kankakee  River  to  prevent
22    springtime  thaw  flooding  and implemented the first In-Door
23    Telephone Warning Notification System  for  Will  County  and
24    WillWarn   Countywide   Warning  Network,  which  allows  all
25    dispatch center and community emergency operations centers to
26    speak  to  one  another   during   emergency   and   disaster
27    situations; and

28        WHEREAS,   In  addition,  Mr.  Gould,  who  has  received
29    certification as  a  certified  emergency  manager  from  the
30    International  Association  of Emergency Planners, negotiated
31    with Commonwealth Edison to  pay  for  the  majority  of  the
32    Emergency  Operations  Center, which included a generator for

 1    the County Office Building; he is a member of   the  American
 2    Society  of  Professional Emergency Planners, and implemented
 3    an efficient Countywide 800 Trunked  Radio  System  for  Will
 4    County; and

 5        WHEREAS,  Mr.  Gould  was  the first Chairman of the Will
 6    County 9-1-1 and has been a board member since 1990;  he  has
 7    served  as  past  president  and  treasurer  of  the Illinois
 8    Emergency Services Management Association, he is a member  of
 9    the  Chemical  Industry Council of Illinois, and the Chairman
10    of the Will County Radio System Board; in addition, he formed
11    the Will County Local Emergency Planning Committee and serves
12    as Emergency Planning Coordinator/Vice Chairman; and

13        WHEREAS, Donald Gould will be honored by the Will  County
14    Board  of  Directors on May 16, 2002 in recognition of his 23
15    years of dedicated service and commitment to the residents of
16    Will County; therefore, be it

17        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
18    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19    we congratulate Donald Gould on his retirement after 23 years
20    of   service   as  Director  of  the  Will  County  Emergency
21    Management Agency and we wish him well in all of  his  future
22    endeavors; and be it further

23        RESOLVED,  That  a  suitable  copy  of this resolution be
24    presented to Donald Gould as an expression of our esteem.
