1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to recognize significant events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Richard Eugene
6 "Hap" Northern of Quincy is retiring as Adams County
7 Republican Chairman after serving for 38 years; and
8 WHEREAS, Mr. Northern is currently the Vice Chairman of
9 the Adams County Republican Foundation and a Precinct
10 Committeeman; he is a past President of Republican County
11 Chairman's Association of Illinois, the Twin Oaks Republican
12 Club, and the Young Republican Club; Mr. Northern was the
13 campaign chairman for Richard B. Ogilvie for Governor in 21
14 counties, Ralph T. Smith for United States Senator in 13
15 counties, and Gerald R. Ford for President in the 20th
16 Congressional District; in addition, Mr. Northern actively
17 led the election efforts to elect and re-elect the Honorable
18 Jim Thompson, the Honorable Jim Edgar, and the Honorable
19 George Ryan along with other Republican State-wide office
20 holders and United States Congressmen; and
21 WHEREAS, Mr. Northern was a Delegate of the Republican
22 National Convention in 1972 and an Alternate Delegate in
23 1968; and
24 WHEREAS, Currently, Mr. Northern is the State Director of
25 the Illinois Selective Service System for the United States
26 Government; he is a regular member of the Quincy Masonic
27 Lodge and Quincy Consistory; the Quincy Shrine Club; the
28 Shrine Temple of Ansar; and the Elks Lodge #100; Mr. Northern
29 is a life member of the American Legion and a past Commander
30 of Post #37; he is a life member of the VFW, AMVETS, and ROA,
31 as well as the National Guard Association and the Illinois
32 Police Association; and

1 WHEREAS, Hap Northern has extensive and honorable
2 military experience and has won several medals and awards,
3 including the Meritorious Service Medal, Bronze Stars (3)
4 Korean Service Medal, Bronze Stars (2) Army Commendation
5 Medal, and many more; and
6 WHEREAS, Retired Brigadier General Richard "Hap" Northern
7 was married for 36 years to Shirlee JoAnn; she passed away on
8 October 13, 1994; and
9 WHEREAS, Hap and Shirlee proudly brought onto this earth
10 Nicole and Rick during their marriage; therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13 we congratulate Richard Eugene "Hap" Northern on his
14 retirement as the Adams County Republican Chairman and wish
15 him all the best in his future endeavors; and be it further
16 RESOLVED, That a suitable copy of this resolution be
17 presented to Richard Eugene "Hap" Northern as an expression
18 of our esteem.
