1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to recognize businesses in the
4 State of Illinois that have exhibited a high degree of
5 excellence; and
6 WHEREAS, It has come to our attention that four Illinois
7 organizations have received recognition by The Lincoln
8 Foundation for Business Excellence (LFBE) for demonstrating
9 improvement in their business management, processes, and
10 quality; and
11 WHEREAS, The recipient of The Progress Towards Excellence
12 Award was given to Trinity Medical Center in Rock Island;
13 this award commends organizations for continued progress
14 towards performance excellence in management, process, and
15 quality; Trinity Medical Center is a nonprofit, full-service
16 hospital that provides health-care services in two campuses
17 located in Rock Island and Moline; the 374 bed facility
18 serves more than 200,000 Quad-City area residents within a
19 three-county region and employs 1,700 people; and
20 WHEREAS, The Commitment to Excellence Award was given to
21 Northwest Community Healthcare in Arlington Heights, Rock
22 Island School District 41 in Rock Island, and the Village of
23 Addison in Addison; this award is bestowed upon companies and
24 organizations that demonstrate the plan and commitment to
25 implement key business and management processes that lead to
26 a higher degree of performance excellence; and
27 WHEREAS, Northwest Community Healthcare is a non-profit
28 organization, with approximately 4,000 employees, that serves
29 Chicago's northwest suburbs; it is governed by a volunteer
30 Board of Directors consisting of local business people, civic
31 leaders, educators, and physicians; the hospital has 500
32 beds and offers a full range of inpatient and outpatient

1 services, including a Day Surgery Center; Northwest Community
2 Hospital houses one of the area's busiest Emergency
3 Departments, with more than 57,000 visits in 2001; and
4 WHEREAS, Rock Island Public School District 41 serves the
5 46,000 residents in the communities of Rock Island and Milan
6 with a total student enrollment of 6,400 students; the
7 educational services of the district are delivered through
8 twelve elementary schools, two junior high schools, one high
9 school, one alternative junior/senior high school, one
10 special education pre-school, and other pre-school programs;
11 District 41 is the 25th largest unit district in the State
12 and employs nearly 1,000 people; and
13 WHEREAS, The Village of Addison has a population of
14 35,914 residents and almost 2,900 businesses; Addison is home
15 to the largest industrial park in DuPage County and the
16 fourth largest in Illinois; residents and businesses of
17 Addison are served by 207 Village employees in seven major
18 departments, inluding: Administration, Finance, Community
19 Relations, Community Development, Public Works, Environmental
20 Services, and Police; the Village's service-oriented
21 philosophy balances various community needs with municipal
22 resources through a planned approach to the governance
23 process; and
24 WHEREAS, The Lincoln Foundation for Business Excellence,
25 a not-for-profit organization, is the State of Illinois's
26 quality recognition process whose main focus is to be the key
27 catalyst in helping Illinois organizations achieve
28 excellence; the Foundation raises the statewide bar of
29 competiteveness by strengthening existing organizations,
30 attracting new businesses to Illinois, and promoting private
31 and public sector cooperation; each year a select Lincoln
32 Board of Examiners and Panel of Judges review award
33 applications and determine which applicants have earned

1 recognition; therefore, be it
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 we congratulate Trinity Medical Center, Northwest Community
5 Healthcare, Rock Island School District 41, and the Village
6 of Addison for their outstanding display of business
7 management, processes, and quality; and be it further
8 RESOLVED, That suitable copies of this resolution be
9 presented to Trinity Medical Center, Northwest Community
10 Healthcare, Rock Island School District 41, and the Village
11 of Addison as an expression of our esteem.
