1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are proud to recognize significant events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Richard Eugene
6 "Hap" Northern of Quincy is retiring as Adams County
7 Republican Chairman after serving for 38 years; and
8 WHEREAS, Mr. Northern is currently the Vice Chairman of
9 the Adams County Republican Foundation and a Precinct
10 Committeeman; he is a past President of Republican County
11 Chairmen's Association of Illinois, the Twin Oaks Republican
12 Club, and the Young Republican Club; Mr. Northern was the
13 campaign chairman for Richard B. Ogilvie for Governor in 21
14 counties, Ralph T. Smith for United States Senator in 13
15 counties, and Gerald R. Ford for President in the 20th
16 Congressional District; and
17 WHEREAS, Mr. Nothern was a Delegate of the Republican
18 National Convention in 1972 and an Alternate Delegate in
19 1968; and
20 WHEREAS, Currently, Mr. Northern is the State Director of
21 the Illinois Selective Service System for the United States
22 Government; he is a regular member of the Quincy Masonic
23 Lodge and Quincy Consistory; the Quincy Shrine Club; the
24 Shrine Temple of Ansar; and the Elks Lodge #100; Mr. Northern
25 is a life member of the American Legion and a past Commander
26 of Post #37; he is a life member of the VFW, AMVETS, and ROA,
27 as well as the National Guard Association and the Illinois
28 Police Association; and
29 WHEREAS, Hap Northern has extensive and honorable
30 military experience and has won several medals and awards,
31 including the Meritorious Service Medal, Bronze Stars (3)

1 Korean Service Medal, Bronze Stars (2) Army Commendation
2 Medal, and many more; therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5 we congratulate Richard Eugene "Hap" Northern on his
6 retirement as the Adams County Republican Chairman and wish
7 him all the best in his future endeavors; and be it further
8 RESOLVED, That a suitable copy of this resolution be
9 presented to Richard Eugene "Hap" Northern as an expression
10 of our esteem.
