 1                          HOUSE RESOLUTION

 2        WHEREAS, Municipal Solid Waste landfills in Illinois  are
 3    required to protect the ground waters of the State; and

 4        WHEREAS,  Liners  are  used  as  a  part of the system to
 5    protect ground water; and

 6        WHEREAS, Synthetic geomembranes are commonly part of  the
 7    liner design at landfills; and

 8        WHEREAS,  The  effectiveness  of liner systems, including
 9    multiple liner systems,  has  not  been  fully  evaluated  in
10    Illinois for several years; therefore, be it

11        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
12    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13    the Environmental Protection Agency is directed to study  the
14    merits   and  effectiveness  of  multiple  liner  systems  at
15    Illinois  landfills  and  provide  a  recommendation  on  the
16    advisability of  requiring  multiple  liner  systems  at  all
17    future  municipal  solid  waste landfills, subject to permits
18    from the Environmental Protection Agency; and be it further

19        RESOLVED, That the study shall (1) analyze current  liner
20    designs; (2) evaluate the designs' effectiveness and relative
21    cost; and (3) evaluate other alternate multiple liner designs
22    including their cost and effectiveness; and be it further

23        RESOLVED,  That the Environmental Protection Agency shall
24    file it's report with the General Assembly  by  December  31,
25    2002; and be it further

26        RESOLVED,  That  a  copy  of  this  resolution  shall  be
27    delivered  to  the  Director  of the Environmental Protection
28    Agency.
