 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are pleased to recognize milestone events in
 4    the lives of the citizens of the State of Illinois; and

 5        WHEREAS, On January 12, 2002,  Alban  "Al"  LeGrand  will
 6    receive  the  Commander's Award presented by the Carlyle Lake
 7    Chamber of Commerce in recognition of his more than 35  years
 8    of public service; and

 9        WHEREAS,  Alban  L.  LeGrand  began  his  career with the
10    United  States  Army  Corps  of  Engineers  in  1957  on  the
11    Mississippi  River  as  a  channel  maintenance  member,  and
12    transferred to Carlyle Lake in 1965 during its  construction;
13    and

14        WHEREAS,   Mr.   LeGrand  managed  Carlyle  Lake  in  its
15    turbulent early years of operation with public  scrutiny  and
16    controversy between recreational and flood control interests;
17    he  spent  countless  hours  resolving  concerns  and  helped
18    formulate   management   policies   to  appease  the  diverse
19    interests; and

20        WHEREAS, Under the leadership of Alban  LeGrand,  Carlyle
21    Lake   became  one  of  the  nation's  premier  providers  of
22    recreation, fish and wildlife habitat, and flood control;  as
23    manager  from 1967 until his retirement in March 1993, almost
24    80 million people visited Carlyle  Lake,  and  the  Dam  West
25    Recreational  Area  became  one  of  the  most  heavily  used
26    recreation areas in the country; and

27        WHEREAS,  Carlyle  Lake was the first of four lakes built
28    in the St. Louis District for flood control and  recreational
29    purposes;  today,  it remains the largest manmade lake in the
30    State of Illinois; under Mr.  LeGrand's  leadership,  Carlyle
31    Lake   became   the   proving  ground  for  many  operational

 1    procedures and management policies; it also  evolved  into  a
 2    training ground for numerous Corps personnel; and

 3        WHEREAS,  The  success  enjoyed today at Carlyle Lake and
 4    the other lakes is largely due to  the  leadership  of  Alban
 5    LeGrand; therefore, be it

 6        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 7    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 8    we congratulate Alban LeGrand on  receiving  the  Commander's
 9    Award  presented  by  the Carlyle Lake Chamber of Commerce in
10    recognition of his more than 35 years of public service;  and
11    be it further

12        RESOLVED,  That  a  suitable  copy  of this resolution be
13    presented to Alban LeGrand as an expression of our esteem.
