 1                          HOUSE RESOLUTION

 2        WHEREAS, The O'Fallon Chamber of Commerce is dedicated to
 3    promoting the economic growth  and  vitality  of  a  thriving
 4    Metro-East city; and

 5        WHEREAS,  The  schools in the city of O'Fallon rank among
 6    the top 10 percent in the country; and

 7        WHEREAS, The city of O'Fallon generates sales  tax  above
 8    the state average; and

 9        WHEREAS, The city of O'Fallon has per capita income above
10    state and national averages; and

11        WHEREAS,  The  city  of  O'Fallon  is  one of the fastest
12    growing cities in southern Illinois; and

13        WHEREAS, The new Illinois  legislative  map  divides  the
14    city  of  O'Fallon  into three state representative and three
15    state senate districts; and

16        WHEREAS, The southern portion of the city of O'Fallon has
17    been drawn into the same legislative  district  as  East  St.
18    Louis; and

19        WHEREAS,  The City of East St. Louis does not possess any
20    of   the   above   characteristics   and   has   no    common
21    characteristics  with O'Fallon and is plagued with financial,
22    public safety, education, crime, decreasing  population,  and
23    decreasing tax base issues; and

24        WHEREAS,  It  is  impossible  for  one  representative to
25    effectively represent both East St. Louis and  O'Fallon,  and
26    to  put  both  cities  in  the same legislative district will
27    deprive both cities of adequate representation; and

28        WHEREAS, The future  viability  of  O'Fallon  depends  on
29    strong representation in the Illinois General Assembly; and

 1        WHEREAS,   A  resolution  was  recently  adopted  by  the
 2    O'Fallon Chamber of Commerce in opposition  to  the  Illinois
 3    legislative   map  approved  by  the  Illinois  Redistricting
 4    Commission; therefore, be it

 5        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 6    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 7    we stand in strong opposition to the Illinois legislative map
 8    approved by the Redistricting Commission; and be it further

 9        RESOLVED,  That  a  suitable  copy  of this resolution be
10    presented to  the  Director  of  the  Illinois  Redistricting
11    Commission.
