 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are honored to recognize notable citizens of
 4    the State of Illinois; and

 5        WHEREAS, Richard Carol "R.C." Smith was born  on  January
 6    28,  1934  in St. Louis, Missouri, the son of Earl Edward and
 7    Sylvia Dickson Smith; he attended Long Creek and Salem  Grade
 8    Schools  and  graduated from Mt. Zion High School in 1952; he
 9    also attended Hannibal-LaGrange College  and  served  in  the
10    United States Air Force; and

11        WHEREAS,  Mr.  Smith  began  his  career  with the Wabash
12    Railroad in 1951 as a laborer; he worked  through  the  ranks
13    and  served  as  laborer, messenger, clerk, machine operator,
14    Engineering  Assistant,  Labor   &   Material   Analyst   and
15    ultimately  retired  as Assistant to the Division Engineer in
16    1989; in all, he worked for 39 years for the Wabash,  Norfolk
17    & Western and Norfolk-Southern Railways; and

18        WHEREAS,   Mr.   Smith  was  elected  Assistant  Township
19    Supervisor for Long Creek Township in 1961, where  he  served
20    until 1970; and

21        WHEREAS, In 1971, Mr. Smith was elected Mt. Zion Township
22    Supervisor,  the first Democrat to be elected to that post in
23    more than 20 years; and

24        WHEREAS, Mr. Smith was elected to the Macon County  Board
25    and  served  until  1998;  he served as Chairman of the Macon
26    County Board in 1985-1986; in addition, he served  six  terms
27    as  Vice  Chairman  of  the Macon County Board; in total, Mr.
28    Smith served a total of 28 years on the Macon  County  Board;
29    and

30        WHEREAS,  In 1989, Mr. Smith was named Executive Director
31    of the Decatur Area Labor-Management Committee, a position he

 1    held until his retirement on September 30, 1997; and

 2        WHEREAS, Mr. Smith has also served for many  years  as  a
 3    Democratic  Precinct  Committeeman in Long Creek Township and
 4    as Chairman of the Long  Creek  Township  Democratic  Central
 5    Committee; and

 6        WHEREAS,   Mr.  Smith  currently  serves  as  Long  Creek
 7    Township Clerk, where he was first elected in 1997; and

 8        WHEREAS, Mr. Smith is a member of numerous organizations,
 9    including Ionic Lodge 312 AF&AF, Masonic Lodge--Decatur, IOOF
10    Lodge #300--Mt. Zion  and  the  Illinois  Old  Time  Fiddlers
11    Association; in addition, he is the past president of the N&W
12    Fellowship  Club,  a  past  708 Mental Health Board Member, a
13    past Trustee and President of the Long Creek Fire  Protection
14    District,   an  ordained  Deacon  since  1957,  a  member  of
15    Tabernacle Baptist Church, and an Adult Men's  Sunday  School
16    Teacher  for  more  than 40 years; he is also a member of the
17    Township Officials of Illinois, and the Township Officials of
18    Macon County, where he currently serves as Treasurer; and

19        WHEREAS, Mr. Smith has been married to the  former  Wanda
20    Jones  since 1964; they are the proud parents of Bryan, Randy
21    and Patty, and  the  proud  grandparents  of  Brett,  Nicole,
22    Patti, Ashley and Courtney; therefore, be it

23        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
24    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    we  congratulate  Richard  Carol   "R.C."   Smith   for   his
26    outstanding   accomplishments   and   contributions   to  his
27    community; and be it further

28        RESOLVED, That a suitable  copy  of  this  resolution  be
29    presented  to  Richard Carol "R.C." Smith as an expression of
30    our esteem.
