1 HOUSE RESOLUTION
2 WHEREAS, The United States currently faces its most
3 serious energy shortage since the oil embargoes of the
4 1970's; and
5 WHEREAS, The United States' energy consumption is
6 expected to increase by approximately 32% by the year 2020;
7 and
8 WHEREAS, Domestic, renewable, and alternative fuels such
9 as ethanol and biodiesel offer hope for America's future; and
10 WHEREAS, President Bush's National Energy Policy
11 recommends that a sound national energy policy should
12 encourage a clean and diverse portfolio of domestic energy
13 supplies so that future generations of Americans will have
14 access to the energy they need; and
15 WHEREAS, The continued growth of renewable energy will
16 continue to be important in delivering larger supplies of
17 clean, domestic power for America's growing economy; and
18 WHEREAS, President Bush's National Energy Policy
19 recommends increased funding for renewable energy and energy
20 efficiency research and development programs that are
21 performance-based and cost-shared, and
22 WHEREAS, Biomass, unlike other renewable energy sources,
23 can be converted directly into liquid fuels, called biofuels,
24 to meet our transportation needs; the two most common are
25 ethanol and biodiesel; and
26 WHEREAS, The development of biomass benefits rural
27 economies that produce crops used for biomass, particularly
28 ethanol and biomass electricity generation; and
29 WHEREAS, Ethanol is the most widely used biofuel, and its
30 production has increased sharply since 1980, rising from 200

1 million gallons per year to 1.9 billion gallons; and
2 WHEREAS, There are currently approximately 450,000
3 alternative fuel vehicles in the United States, and more than
4 1.5 million flexible-fuel vehicles that can use gasoline or a
5 mixture of ethanol and gasoline; and
6 WHEREAS, The State of Illinois is considering eliminating
7 the use of MTBE which will likely increase our reliance on
8 ethanol; and
9 WHEREAS, Alternative fuels not only reduce dependence on
10 petroleum transportation fuels, they also reduce or entirely
11 eliminate harmful emissions; and
12 WHEREAS, The National Energy Policy Development Group
13 recommends that the President direct the Secretary of
14 Treasury to work with Congress to continue the ethanol excise
15 tax exemption; therefore be it
16 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18 we urge the President of the United States and the United
19 States Congress to ensure ethanol and biodiesel are included
20 as part of any lasting energy policy; and be it further
21 RESOLVED, That we urge the President of the United States
22 and the United States Congress to promote the production and
23 use of ethanol and biodiesel by providing these fuels a
24 prominent place in national energy policy; and be it further
25 RESOLVED, That a suitable copy of this resolution be
26 delivered to the President of the United States and to each
27 member of the Illinois congressional delegation.
