1 AMENDMENT TO HOUSE RESOLUTION 260
2 AMENDMENT NO. . Amend House Resolution 260 by
3 replacing everything after the heading with the following:
4 "WHEREAS, The federal estate tax in its current form
5 helps reduce concentrations of power and promotes equality of
6 economic opportunity; and
7 WHEREAS, The revenue from the federal estate tax funds
8 vital programs such as Medicaid, assistance to needy
9 families, education, senior services, child care, and
10 long-term care for the elderly and disabled; and
11 WHEREAS, Reformation and not revocation of the federal
12 estate tax will allow the Federal Government to continue to
13 address the nation's priorities while decreasing the burden
14 on taxpayers; and
15 WHEREAS, Accelerating the increase in the estate tax
16 exemption to protect family farms and small businesses will
17 allow for the continued funding of vital programs while
18 providing immediate relief to taxpayers; and
19 WHEREAS, Estates reporting the highest gross assets are
20 responsible for the largest percentage of all reported
21 charitable bequests and absent the estate tax these bequests

1 to charity will diminish significantly; and
2 WHEREAS, Reforming the existing federal estate tax to
3 provide immediate estate tax relief in a fiscally responsible
4 manner will completely exempt a greater percentage of
5 Americans and continue to encourage charitable contributions;
6 therefore, be it
7 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we urge our elected representatives in the United States
10 Congress to reform the existing federal estate tax; and be it
11 further
12 RESOLVED, That a suitable copy of this resolution be
13 presented to each member of the Illinois congressional
14 delegation.".
