1 HOUSE RESOLUTION
2 WHEREAS, The dramatic growth rate of our urban
3 populations, combined with the urban planning of the past,
4 has resulted in overcrowding and significant social,
5 environmental, educational, and economic problems in our
6 urban communities in Illinois; as a result, there is a great
7 need for the revitalization of our urban communities; and
8 WHEREAS, Increases in technology and advances in the
9 design sciences now enable us to address these problems
10 through the use of three-dimensional towns and communities
11 and the application of design science principles, increasing
12 the efficiency of the delivery of social and other services,
13 alleviating economic distress, and minimizing negative
14 ecological impacts; and
15 WHEREAS, The people of the State of Illinois would
16 benefit greatly from the study and application of these
17 technologies and forms of urban architecture and planning to
18 our cities and towns; and
19 WHEREAS, Certain studies have already been undertaken by
20 the Buckminster Fuller Institute for the creation of an
21 umbrellaed high-technology town-in-town to accommodate over
22 9,000 families in the City of East St. Louis, Illinois, along
23 the Mississippi riverfront; this work has been undertaken by
24 the faculty and students of Washington University School of
25 Architecture in conjunction with the East St. Louis Planning
26 Commission and the East St. Louis Community Center
27 Development Corporation; this project has been referred to as
28 the Old Man River project; and
29 WHEREAS, The members of the House of Representatives
30 believe that a thoughtful and coordinated review of the
31 progress of the Old Man River project, combined with further
32 study in preparation for the actual creation of other

1 three-dimensional high-technology communities elsewhere in
2 Illinois, offers a great opportunity to alleviate the
3 problems of overcrowding and economic distress in the cities
4 and towns of this State; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
6 SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there
7 is created the Comprehensive Anticipatory Design Science
8 Study Commission, consisting of 9 members appointed by the
9 Speaker of the House; and be it further
10 RESOLVED, That the Commission shall study various issues
11 relating to the benefits and creation of three-dimensional
12 high-technology towns and communities and the application of
13 design science principles to address such urban problems as
14 overcrowding, social services shortages, environmental
15 pollution, poor or ineffective educational services, and
16 economic distress; the Commission shall examine, among any
17 other issues it chooses to investigate with respect to the
18 benefits, application, and creation of high-technology design
19 science communities, the following issues: (1) the legal and
20 financial structure most suited to the task of building a new
21 high-technology town, (2) the interface and availability of
22 private and public funding, (3) environmental concerns, (4)
23 the problems, advantages, and drawbacks to be expected with a
24 large-scale town entirely covered by a transparent,
25 weather-controlling umbrella structure (as opposed to a town
26 that is not umbrellaed or covered), (5) the housing, housing
27 mix, and opportunities for better living in housing designed
28 for a protected climatic site, (6) the kinds of construction,
29 joints, materials, plans, and indoor and outdoor amenities
30 necessary for the proposed covered environment, (7) what
31 kinds of ownership should be allowed and predominate, (8) the
32 kind, nature, and organization of the neighborhood or sub-
33 community elements and what they should contain, (9) the

1 relationship of the commercial and light industrial
2 components to the housing and the neighborhoods, and (10) the
3 preferred management and political structure for any
4 high-technology town; and be it further
5 RESOLVED, That members of the Commission shall not be
6 compensated for their services but may be reimbursed for
7 their necessary expenses incurred in the performance of their
8 duties; the Commission shall receive the assistance of
9 legislative staff, may employ skilled experts with the
10 approval of the Speaker of the House, and shall report its
11 findings to the General Assembly on or before January 15,
12 2002.
