92_HR0135 LRB9208476RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize milestone events in 4 the lives of the citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that Earl Langdon 6 Neal is retiring from twenty-two years of service as 7 Chairperson of the Community Advisory Council to the Urban 8 Health Program this year; and 9 WHEREAS, Earl Langdon Neal is a principal and co-owner of 10 Earl L. Neal & Associates; and 11 WHEREAS, Mr. Neal is a 1952 graduate of the University of 12 Michigan Law School, with an undergraduate degree from the 13 University of Illinois; he specializes in litigation-trial 14 practice, eminent domain, real estate, municipal law, and 15 public finance; and 16 WHEREAS, Mr. Neal joined the family-owned firm in 1955, 17 becoming the second generation of lawyers to serve the City 18 of Chicago; he has been principal of the law firm since 1962 19 when his father, Earl James Neal, was appointed judge; he has 20 earned a reputation for being a preeminent trial attorney; 21 and 22 WHEREAS, Mr. Neal is associated with several professional 23 organizations, which include a fellowship with the American 24 College of Trial Lawyers and the International Academy of 25 Trial Lawyers, where he also served as a former Dean and 26 member of the Board of Directors, and membership in the 27 American Bar Association, the Chicago Bar Association, the 28 National Bar Association, the Trial Bar Association of the 29 United States District Court of the Northern District of 30 Illinois, the Illinois State Bar Association, and the 31 Michigan Bar Association; and -2- LRB9208476RHrh 1 WHEREAS, Mr. Neal has authored many legal articles for 2 the Illinois Institute for Continuing Legal Education and the 3 International Academy of Trial Lawyers; he has presented 4 lectures to the American Institute of Real Estate Appraisers, 5 the Annual Pound Fellows Forum, and the Southwest Legal 6 Foundation; and 7 WHEREAS, Mr. Neal is a highly distinguished member of 8 many civic organizations, which include the Board of 9 Directors of the University of Illinois Foundation, the 10 Chicago Academy of Sciences, and the Chicago Central Area 11 Committee; he has also served as Chairperson of the 12 Chicago-Gary Regional Airport Authority, as Chairperson of 13 the Teacher's Academy for Mathematics and Science, as 14 President of the Board of Trustees of the University of 15 Illinois, as Commissioner of the Chicago Housing Authority, 16 and as President of the Chicago Metropolitan Housing 17 Development Authority; and 18 WHEREAS, Mr. Neal was elected to and served on the Board 19 of Directors of the following institutions: First Chicago/NBD 20 Corporation, Chicago Title and Trust Company and Chicago 21 Title Insurance Company, Lincoln National Corporation, and 22 Peoples Energy Corporation; and 23 WHEREAS, The University of Illinois at Chicago is holding 24 a farewell reception on March 15, 2001 in recognition of Earl 25 Langdon Neal for his service and contributions not only to 26 their institution but also in the field of law; therefore, be 27 it 28 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 29 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 30 we congratulate Earl Langdon Neal for twenty-two years of 31 dedicated service and outstanding contributions as 32 Chairperson of the Community Advisory Council to the Urban -3- LRB9208476RHrh 1 Health Program, and we wish him well in his upcoming 2 retirement; and be it further 3 RESOLVED, That a suitable copy of this resolution be 4 presented to Earl Langdon Neal as an expression of our 5 esteem.
