1 HOUSE JOINT RESOLUTION
2 WHEREAS, A school district loses property tax revenue to
3 a municipality when the municipality adopts tax increment
4 allocation financing; therefore be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7 SENATE CONCURRING HEREIN, that there is created a legislative
8 task force consisting of 10 members appointed as follows: 3
9 members of the Senate appointed by the President of the
10 Senate, 2 members of the Senate appointed by the Minority
11 Leader of the Senate, 3 members of the House of
12 Representatives appointed by the Speaker of the House, and 2
13 members of the House of Representatives appointed by the
14 Minority Leader of the House, all of whom shall serve without
15 compensation but shall be reimbursed for their reasonable and
16 necessary expenses from funds appropriated for that purpose;
17 and be it further
18 RESOLVED, That the task force shall study awarding
19 grants, from the State's share of use and occupation taxes
20 collected by the Department of Revenue, to school districts
21 levying taxes in a redevelopment area in an amount equal to
22 the tax revenue lost by the school district because tax
23 increment allocation financing was adopted by the
24 municipality; and be it further
25 RESOLVED, That the task force shall receive the
26 assistance of legislative staff, may employ skilled experts
27 with the approval of the President of the Senate and the
28 Speaker of the House, and shall report its findings to the
29 General Assembly; and be it further
30 RESOLVED, That upon reporting its findings to the General
31 Assembly, the task force is dissolved.
