 1        AN ACT concerning appropriation bills.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The State Finance Act is amended by changing
 5    Section 13.4 as follows:

 6        (30 ILCS 105/13.4) (from Ch. 127, par. 149.4)
 7        Sec. 13.4. All appropriations recommended to the  General
 8    Assembly  by  the  Governor  in  the  State  Budget submitted
 9    pursuant to Section 50-5 of the State  Budget  Law  (15  ILCS
10    20/50-5)  shall  be  incorporated into and prepared as one or
11    more appropriation bills which shall either be introduced  in
12    the  General Assembly or submitted to the legislative leaders
13    of both the Senate and the House of Representatives not later
14    than 2 session days after the submission  of  the  Governor's
15    budget recommendations immediately preceding the start of the
16    fiscal   year  for  which  the  Budget  is  recommended.  The
17    appropriation  bill  for  the  Department   of   Corrections,
18    however,  must  be prepared and submitted by the Governor and
19    introduced and passed by the General Assembly in a form  that
20    contains  appropriations  for  only  the  following  objects:
21    Personal   Services;   Extra   Help;   Student   and   Inmate
22    Compensation;  State  Contributions  to  Retirement  Systems;
23    State  Contributions  to  Social Security; State Contribution
24    for Employee Group Insurance; Contractual  Services;  Travel;
25    Commodities; Printing; Equipment; Electronic Data Processing;
26    Operation   of   Automotive   Equipment;   Telecommunications
27    Services;  Travel  and  Allowance  for Committed, Paroled and
28    Discharged Prisoners; Library Books; Federal Matching  Grants
29    for   Student  Loans;  Refunds;  and  Workers'  Compensation,
30    Occupational Disease, and Tort Claims.
