 1        AN ACT concerning the General Assembly.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5. The General Assembly Operations Act is amended
 5    by adding Section 3.5 as follows:

 6        (25 ILCS 10/3.5 new)
 7        Sec.  3.5.  Length  of service as Speaker, President, and
 8    Minority Leader. A member of the  Senate  may  not  serve  as
 9    either  President  of  the  Senate  or Minority Leader of the
10    Senate if that member has already  served  during  4  General
11    Assemblies  as President of the Senate, as Minority Leader of
12    the Senate, or in both of those offices in the  aggregate.  A
13    member  of  the  House  of  Representatives  may not serve as
14    either Speaker of the House of  Representatives  or  Minority
15    Leader  of  the  House  of Representatives if that member has
16    already served during 4 General Assemblies as Speaker of  the
17    House  of Representatives, as Minority Leader of the House of
18    Representatives,  or  in  both  of  those  offices   in   the
19    aggregate.  Service as Speaker, President, or Minority Leader
20    for more than one year  of  a  General  Assembly  constitutes
21    service  during  that General Assembly. This Section does not
22    apply to a member serving as Speaker, President, or  Minority
23    Leader  on  the  effective date of this amendatory Act of the
24    92nd General Assembly. Upon election as Speaker  or  Minority
25    Leader  of  the  House  of  Representatives  or  President or
26    Minority Leader of the Senate in succession  to  a  different
27    member,  that  Speaker,  President,  or  Minority  Leader may
28    appoint  the  same  or  different  members  to  that  house's
29    leadership positions of his or her political party.

30        Section 99.  Effective date.  This Act takes effect  upon
