of June and shall serve from the first day in July in
odd-numbered years for a two-year period and until their
successors are appointed and qualified, except that General
Assembly members shall serve such term or until termination
of their legislative service, whichever first occurs.
Appointments shall be in writing and filed with the Secretary
of State as a public record. Vacancies shall be filled in the
same manner as original appointments. The committee shall
choose from among its members a chairman and secretary. It
may meet on call of the chairman or any 6 members. The
members shall receive no compensation but shall be reimbursed
for expenses necessarily incurred in the performance of their
   duties.
The committee shall meet with the Illinois State Toll
Highway Authority and shall advise it on all matters relating
