 1        AN ACT concerning municipalities.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Illinois  Municipal Code is amended by
 5    changing Section 11-102-4 as follows:

 6        (65 ILCS 5/11-102-4) (from Ch. 24, par. 11-102-4)
 7        Sec.  11-102-4.  (a)  Every  municipality  specified   in
 8    Section  11-102-1  may contract for the removal or relocation
 9    of all buildings, railways, mains,  pipes,  conduits,  wires,
10    poles,  and  all  other  structures, facilities and equipment
11    which  may  interfere  with  the   location,   expansion   or
12    improvement  of any public airport, or with the safe approach
13    thereto or take-off therefrom by aircraft, and may acquire by
14    gift, grant, lease, purchase, condemnation or  otherwise  any
15    private  property, public property or property devoted to any
16    public use or rights or easements  therein  for  any  purpose
17    authorized  by  this  Section  and  Sections 11-102-1 through
18    11-102-3.
19        (b)  If  any  municipality  exercises  its   condemnation
20    powers  or  any  other  powers to acquire property granted by
21    this Section  over  any  real  property  located  within  the
22    territorial limits of any other municipality or unit of local
23    government,  the  municipality  exercising  those powers must
24    grant full compensation to the other municipality or unit  of
25    local  government  within  which these condemnation powers or
26    other acquisition powers are being exercised. For the purpose
27    of this subsection, "full  compensation"  means  compensation
28    for  any  property  tax  revenue  or  other  revenue that the
29    municipality or other unit of local government  within  which
30    these  condemnation  powers  or  other acquisition powers are
31    being exercised would  have  enjoyed  throughout  the  entire

 1    useful  life  of the real property that has been condemned or
 2    otherwise acquired under the powers granted by this Section.

 4        Section 99.  Effective date.  This Act takes effect  upon
 5    becoming law.
