 1        AN ACT concerning grants.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Technology Advancement and Development
 5    Act is amended by changing Section 2003 as follows:

 6        (20 ILCS 700/2003) (from Ch. 127, par. 3702-3)
 7        Sec. 2003.  Grant evaluation and amounts.
 8        (a)  The Department  shall  evaluate  grant  applications
 9    based   upon  criteria  provided  under  this  Section.   The
10    Department may seek the advice  and  recommendations  of  the
11    shall  not  award any Challenge Grant that is not recommended
12    for funding by the Illinois Science and  Technology  Advisory
13    Committee   and   the  Illinois  Coalition  when  making  the
14    evaluations.  In determining which grant applicants shall  be
15    awarded  a  Challenge  Grant, the Department shall conduct an
16    evaluation of prior compliance with loan or grant  agreements
17    for  any grant applicant previously funded by the Department.
18    In addition, the  Department  shall  consider  the  following
19    criteria  in determining grant awards:  the relationship of a
20    proposed advanced technology project to  the  State's  future
21    economic   growth;   the   qualifications  and  expertise  of
22    consultants, firms or organizations undertaking  the  effort;
23    the  potential  for  leveraging  federal  or private research
24    dollars, or both, for  the  initiative;  the  extent  of  the
25    capacity  of  the  applicant  or the applicant partnership or
26    consortium to  finance  the  initiative;  the  potential  for
27    adapting,  commercializing  or  adopting  the  results of the
28    applicant's project for the economic benefit  of  the  State;
29    and  the  likelihood  that  the  project  has a potential for
30    creating new jobs or retaining current jobs in the State.
31        (b)  The Director of the Department shall  determine  the

 1    level  of  the  grant  award and shall determine the share of
 2    total directly attributable costs of an  advanced  technology
 3    project  which  may  be  considered  for  funding  under this
 4    Article.
 5        (c)  The  Department  and  the  Department   of   Natural
 6    Resources are hereby authorized to cooperate with and provide
 7    support  to  the  Illinois  Science  and  Technology Advisory
 8    Committee and  the  Illinois  Coalition.   Such  support  may
 9    include  the  provision of office space and may be technical,
10    advisory or operational in nature.

12        Section 99.  Effective date.  This Act takes effect  upon
13    becoming law.
