 1        AN ACT in relation to criminal law.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.  The Violent Crime Victims Assistance Act is
 5    amended by changing Section 4 as follows:

 6        (725 ILCS 240/4) (from Ch. 70, par. 504)
 7        Sec. 4.  Advisory Commission created.  There is created a
 8    Violent Crimes Advisory Commission,  hereinafter  called  the
 9    Advisory  Commission,  consisting of 18 members: the Attorney
10    General,  or  his  or  her  designee  who  shall   serve   as
11    Chairperson;  the  Illinois  Secretary of State or his or her
12    designee; the Chief Justice of the Court of Claims or his  or
13    her designee; the Director of Children and Family Services or
14    his   or   her   designee;   2   members   of  the  House  of
15    Representatives, 1 to be appointed  by  the  Speaker  of  the
16    House  and  1  to  be appointed by the Minority Leader of the
17    House; 2 members of the Senate, 1  to  be  appointed  by  the
18    President of the Senate and 1 to be appointed by the Minority
19    Leader  of  the  Senate; and the following to be appointed by
20    the Attorney General:  1 police officer; 1  State's  Attorney
21    from  a  county  in  Illinois; 1 health services professional
22    possessing experience  and  expertise  in  dealing  with  the
23    victims  of  violent  crime; one person who is employed as an
24    administrator at a public or private  institution  of  higher
25    education;  one  person  who  is  enrolled  as a student at a
26    public or private institution  of  higher  education;  and  5
27    members  of the public, one of whom shall be a senior citizen
28    age 60 or  over,   possessing  experience  and  expertise  in
29    dealing  with  victims of violent crime, including experience
30    with victims of domestic and sexual violence.  The members of
31    the Advisory Commission shall  be  appointed  biennially  for

 1    terms expiring on July 1 of each succeeding odd-numbered year
 2    and   shall  serve  until  their  respective  successors  are
 3    appointed or until termination of their legislative  service,
 4    whichever  first occurs.  The members of the Commission shall
 5    receive no compensation  for  their  services  but  shall  be
 6    reimbursed for necessary expenses incurred in the performance
 7    of  their  duties.   Vacancies  occurring because of death or
 8    resignation shall be filled by the appointing  authority  for
 9    the group in which the vacancy occurs.
10        Nine  members of the Advisory Commission shall constitute
11    a quorum for the transaction of business, and the concurrence
12    of at  least  9  members  shall  be  necessary  to  render  a
13    determination,  decision  or  recommendation  by the Advisory
14    Committee.  In addition to the Attorney  General,  who  shall
15    serve as Chairperson, the Advisory Commission may select such
16    other officers as it deems necessary.
