Amend House Bill 4255, AS AMENDED, 3 with reference to page and line numbers of House Amendment 4 No. 1, on page 2, line 9, by replacing "2003" with "2004"; 5 and 6 on page 2, immediately below line 23, by inserting the 7 following: 8 "Section 23. Scope of practice. 9 (a) The scope of practice of an electrologist is limited 10 to the following: 11 (1) The application of an antiseptic topical 12 ointment on the area of the individual's skin to which 13 electrology will be applied. 14 (2) The use of a sterile needle/probe electrode 15 type epilation, which includes (i) electrolysis, known as 16 direct current/DC, (ii) thermolysis, known as alternating 17 current/AC, or (iii) a combination of both electrolysis 18 and thermolysis, known as superimposed or sequential 19 blend. 20 (b) An electrologist shall refer to a licensed physician 21 any individual whose condition, at the time of evaluation or 22 treatment, is determined to be beyond the scope of practice -2- LRB9212746ACcdam02 1 of the electrologist."; and 2 on page 18, by replacing lines 5 through 12 with the 3 following: 4 "Section 900. The Regulatory Sunset Act is amended by 5 changing Section 4.24 as follows: 6 (5 ILCS 80/4.24) 7 Sec. 4.24. ActsActrepealed on January 1, 2014. The 8 following Acts areAct isrepealed on January 1, 2014: 9 The Electrologist Licensing Act. 10 The Illinois Public Accounting Act. 11 (Source: P.A. 92-457, eff. 8-21-01.) 12 Section 999. Effective date. This Act takes effect on 13 January 1, 2003.".
