 1        AN ACT concerning higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.   The  Children  and  Family Services Act is
 5    amended by changing Section 8 as follows:

 6        (20 ILCS 505/8) (from Ch. 23, par. 5008)
 7        Sec. 8. Scholarships and  fee  waivers.   Each  year  the
 8    Department  may select from among the children under care, or
 9    children formerly under care who have been adopted or are  in
10    the   subsidized  guardianship  program,  children  of  unwed
11    mothers, or children placed for adoption by mothers  who  are
12    unable  to  provide a proper level of care for their children
13    on their own a maximum of 72 48 students (at least 4 of  whom
14    shall  be children of veterans) who have completed 4 years in
15    an accredited high school;  the children  selected  shall  be
16    eligible  for scholarships and fee waivers which will entitle
17    them to 4 consecutive years of community college, university,
18    or college education.  Selection shall be made on  the  basis
19    of  scholastic  record,  aptitude,  and  general  interest in
20    higher education.   In  accordance  with  this  Act,  tuition
21    scholarships  and  fee  waivers  shall  be  available to such
22    students at any university or college maintained by the State
23    of Illinois.  The Department shall  provide  maintenance  and
24    school expenses, except tuition and fees, during the academic
25    years to supplement the students' earnings or other resources
26    so  long  as  they  consistently  maintain scholastic records
27    which are acceptable to their schools and to the  Department.
28    Students  may  attend  other  colleges  and  universities, if
29    scholarships are awarded them, and receive the same  benefits
30    for   maintenance   and  other  expenses  as  those  students
31    attending any Illinois State community  college,  university,
