 1        AN ACT concerning transportation services.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 1. Short title. This Act  may  be  cited  as  the
 5    Illinois Coordinating Committee on Transportation Act.

 6        Section 2. Definitions. For purposes of this Act:
 7             (1)  "Agency"   means   an   official,   commission,
 8        authority,   council,  department,  committee,  division,
 9        bureau, board, or any other unit or entity of the  State,
10        a  municipality,  a county, or other local governing body
11        or  a  private  not-for-profit   transportation   service
12        providing agency.
13             (2)  "Committee"  means  the  Illinois  Coordinating
14        Committee on Transportation.
15             (3)  "Coordination"  means  the  arrangement for the
16        provision   of    transportation    services    to    the
17        transportation   disadvantaged   in   a  manner  that  is
18        cost-effective, efficient, and reduces fragmentation  and
19        duplication of services.
20             (4)  "Transportation    disadvantaged"  means  those
21        persons who, because of physical  or  mental  disability,
22        income  status,  age,  location  of  residence,  or other
23        reasons are unable to transport themselves or to purchase
24        affordable transportation and are,  therefore,  dependent
25        upon  others to obtain access to health care, employment,
26        education,  shopping,   social   activities,   or   other
27        life-sustaining activities.

28        Section   3.   Committee.    The   Illinois  Coordinating
29    Committee on Transportation is created and shall  consist  of
30    the following members:

 1             (1)  The Lieutenant Governor or her or his designee.
 2             (2)  The  Secretary  of Transportation or his or her
 3        designee.
 4             (3)  The Secretary of Human Services (or his or  her
 5        designee)   and  one  additional  representative  of  the
 6        Department of Human Services designated by the Secretary.
 7             (4)  The Director of Aging or his or her designee.
 8             (5)  The Director  of  Public  Aid  or  his  or  her
 9        designee.
10             (6)  The  Director of Commerce and Community Affairs
11        or his or her designee.
12             (7)  A representative of the Illinois Rural  Transit
13        Assistance Center.
14             (8)  A  person  who  is  a  member  of  a recognized
15        statewide organization representing older Illinoisans.
16             (9)  A representative  of  centers  for  independent
17        living.
18             (10)  A   representative   of  the  Illinois  Public
19        Transportation Association.
20             (11)  A representative of an existing transportation
21        system that coordinates and provides transit services  in
22        a multi-county area for the Department of Transportation,
23        Department  of Human Services, Department of Commerce and
24        Community Affairs, or Department on Aging.
25             (12)  A representative of a  statewide  organization
26        of   rehabilitation  facilities  or  other  providers  of
27        services for persons with one or more disabilities.
28             (13)  A  representative  of  the  Illinois  Planning
29        Council on Developmental Disabilities.
30             (14)  A representative of a  statewide  organization
31        of community action agencies.
32        The  Lieutenant Governor shall appoint the members of the
33    Committee other than those named in  paragraphs  (1)  through
34    (6)  of  this  Section. The Lieutenant Governor or his or her

 1    designee shall serve as  chairperson  of  the  Committee  and
 2    shall convene the meetings of the Committee. The Secretary of
 3    Transportation  and the Secretary of Human Services, or their
 4    designees, shall serve  as  vice-chairpersons  and  shall  be
 5    responsible for staff support for the committee.

 6        Section  4.  Duties  of  committee.   The Committee shall
 7    foster the coordination of public and private  transportation
 8    services,  especially  those  rural  services directed toward
 9    specific populations, in Illinois to ensure as little overlap
10    as possible  and  to  achieve  a  system  that  provides  for
11    services   to   the   most  citizens  possible  in  the  most
12    cost-effective, efficient manner possible. Specifically,  the
13    committee shall:
14             (1)  Coordinate    State    efforts   with   federal
15        guidelines  to  facilitate  the  coordination  of   human
16        service transportation programs.
17             (2)  Establish  statewide  objectives  for providing
18        essential transportation services to  the  transportation
19        disadvantaged.
20             (3)  Develop  goals and objectives to facilitate the
21        coordination of federal and State funding and programs at
22        the local level for the transportation  disadvantaged  to
23        avoid   overlap  and  achieve  as  complete  coverage  as
24        possible.
25             (4)  Analyze     governmental,     local     agency,
26        institutional,  and  transportation   barriers,  such  as
27        multi-agency  involvement,   to   the   coordination   of
28        transportation    services    to    the    transportation
29        disadvantaged  and aggressively pursue the elimination of
30        these barriers.
31             (5)  Request the county  board  of  each  county  to
32        designate  a  County  Transportation Liaison to work with
33        the Committee in its efforts to accumulate information on

 1        the local delivery of transportation to the disadvantaged
 2        and to transmit the findings and recommendations  of  the
 3        Committee to the local providers.
 4             (6)  Serve  as a clearinghouse for information about
 5        funding  sources   and   innovations   in   serving   the
 6        transportation disadvantaged.
 7             (7)  Submit  a  report,  not  later than February 1,
 8        2003, to the  Governor  and  the  General  Assembly  that
 9        outlines the progress made by the Committee in performing
10        its  duties  set  forth  in paragraphs (1) through (6) of
11        this Section and makes recommendations for statutory  and
12        regulatory changes to promote coordination.

13        Section  99.  Effective date.  This Act takes effect upon
14    becoming law.
