Amend House Bill 3203 on page 1, by 3 replacing line 1 with the following: 4 "AN ACT concerning the Department of Commerce and 5 Community Affairs."; and 6 on page 1, line 6, by replacing "Section 605-420" with 7 "Sections 605-420 and 605-510"; and 8 on page 2, immediately below line 20, by inserting the 9 following: 10 "(20 ILCS 605/605-510) (was 20 ILCS 605/46.19h) 11 Sec. 605-510. Study of laws affecting small business. To 12 study the effect of laws affecting small business to 13 determine whether those laws impede the creation of small 14 businesses or create economic damages for any small business 15 group that may jeopardize the small business group's 16 continuation in the marketplace or its valuable contribution 17 to the economic growth of this State. The study mayshallbe 18 conducted in cooperation with the department or agency 19 administering the law whose effect is the subject of the 20 study. A general study of the laws affecting the creation of 21 small businesses in this State mayshallbe undertaken by the 22 Department and the resultsshall bereported to the Governor -2- LRB9200725MWdvam01 1 and the General Assemblyby January 1, 1996. 2 An economic impact review mayshallbe made at least 3 every 2 years, and pertinent information shall be gathered 4 from the business segment affected to determine whether the 5 laws need amendment to relieve business losses while 6 retaining the substance of the legislation, or whether the 7 original purpose has been accomplished and the laws should be 8 repealed. The review shall be reported to the Governor, the 9 General Assembly, and the administrating State agency, as 10 well as to the business associations most directly 11 representing the business group involved. 12 The Director mayshallappoint a task force to assist the 13 Department in conducting the studies and reviews required 14 under this Section. The task force willshallconsist of 15 persons representing small business and persons representing 16 the affected State departments and agencies. Members of the 17 task force shall serve without compensation but may be 18 reimbursed for necessary expenses in connection with their 19 duties out of money available to the Department for that 20 purpose. 21 (Source: P.A. 91-239, eff. 1-1-00.)"; and 22 on page 2, immediately below line 27, by inserting the 23 following: 24 "(30 ILCS 105/5.203 rep.) 25 Section 15. The State Finance Act is amended by 26 repealing Section 5.203. 27 (30 ILCS 130/Act rep.) 28 Section 20. The Exxon Overcharge Fund Act is repealed. 29 (305 ILCS 45/Act rep.) 30 Section 25. The Work Opportunity and Earnfare Act is 31 repealed.".
