 2        AMENDMENT NO.     .  Amend House Bill 3137 on page 2,  in
 3    line 1, by changing "require that" to "encourage"; and

 4    on  page  2, in line 2, after "personnel", by inserting "to";
 5    and

 6    by deleting lines 13 through 19 on page 3.
