1 AN ACT in relation to aircraft.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Aeronautics Act is amended by
5 changing Section 44 as follows:
6 (620 ILCS 5/44) (from Ch. 15 1/2, par. 22.44)
7 Sec. 44. Exceptions to registration requirements.) The
8 provisions of paragraph (1) of Section 42 and Section 43
9 shall not apply to:
10 (1) An aircraft which has been licensed by a foreign
11 country with which the United States has a reciprocal
12 agreement covering the operations of such licensed aircraft;
13 (2) An aircraft that which is based outside of the State
14 of Illinois owned by a nonresident of the State who is
15 lawfully entitled to operate such aircraft in the state of
16 his residence;
17 (3) An aircraft engaged principally in commercial flying
18 constituting an act of interstate or foreign commerce, and an
19 aircraft while being transported to and from, or while in the
20 possession of, or while being demonstrated to a bona fide
21 prospective purchaser by a bona fide manufacturer,
22 distributor or dealer in aircraft;
23 (4) An airman operating military or public aircraft, or
24 any aircraft licensed by a foreign county with which the
25 United States has a reciprocal agreement covering the
26 operation of such licensed aircraft;
27 (5) Persons operating model aircraft nor to any person
28 piloting an aircraft which is equipped with fully functioning
29 dual controls when an instructor is in full charge of one set
30 of controls and such flight is solely for instruction or for
31 the demonstration of the aircraft to a bona fide prospective

1 purchaser;
2 (6) A non-resident operating aircraft in this State who
3 is lawfully entitled to operate aircraft in the state of his
4 residence;
5 (7) An airman while operating or taking part in the
6 operation of an aircraft engaged principally in commercial
7 flying constituting an act of interstate or foreign commerce;
8 (8) An aircraft owned and operated by, or on behalf of,
9 the State of Illinois or the United States government
10 registered and regulated by the Illinois Aeronautics Board.

12 Section 99. Effective date. This Act takes effect upon
13 becoming law.
