      To The Honorable Members of the
          Illinois House of Representatives
          92nd General Assembly
          Pursuant to Article IV,  Section  9(b)  of  the  Illinois
      Constitution  of  1970,  I  hereby veto and return House Bill
      2425 entitled "AN ACT with regard to education."
          House Bill 2425 amends the School Code  by  removing  the
      limit on the period of time a substitute teacher may teach in
      any one school district in any one school term, provided that
      if  the  substitute teacher teaches for a period exceeding 90
      paid school days or 450 paid school hours in the district  in
      a school term for 4 consecutive years, he or she must hold an
      Initial   or   Standard  Teaching  Certificate  or  a  Master
      Certificate to continue to substitute teach.
          I fully  support  the  provisions  in  House  Bill  2425;
      however,  I  have  already  signed  into law Senate Bill 1293
      which contains identical provisions.
          For this reason, I hereby  veto  and  return  House  Bill
      2425.
