1 AN ACT in relation to human services.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Human Services Act is
5 amended by adding Section 10-30 as follows:
6 (20 ILCS 1305/10-30 new)
7 Sec. 10-30. Refugee and immigrant services; grants.
8 (a) The Department shall establish a grant program
9 designed to assist not-for-profit community organizations
10 that serve refugees and immigrants. Subject to
11 appropriations, the program shall make grants to those
12 organizations to enable them to do any of the following:
13 (1) Purchase or build buildings or office space for
14 their organizational and community programs.
15 (2) Renovate property that the organization leases
16 or owns and that it uses to provide services to refugees
17 and immigrants.
18 (b) A grant under this Section may not exceed $100,000.
19 To be eligible for a grant, an organization must provide
20 additional funding in an amount equal to 50% of the amount of
21 the grant.
22 (c) If an organization receives a grant under this
23 Section to purchase, build, or renovate property, and if the
24 organization sells that property within 10 years after
25 receiving the grant, the organization must repay to the State
26 75% of the amount of the grant.
27 (d) The Department shall adopt rules to implement this
28 Section, including rules specifying the manner and procedures
29 for applying for grants and the criteria for awarding grants.
